Dear Colleagues, The next RIPE NCC Regional Meeting will be held at the Marriott Grand Hotel, Moscow, Russia, on 17-18 September 2009. This is a great opportunity to meet with RIPE NCC staff and RIPE NCC members from Russia. Key players in the global and local Internet industry will present on the technical, administration and policy issues relevant to network operators in the region. Presentations are given in English or Russian and simultaneous translation between both languages is provided. Dear Colleagues, We're pleased to announce that the next RIPE NCC Regional Meeting will be held in the Marriott Grand Hotel, Moscow, on 17-18 September 2009. Registration ------------ This meeting is free to attend, although we ask that you register. You can now register for the meeting online at: http://portal.ripe.net/web/moscow-2009/registration Agenda ------ The agenda will include presentations on global and region-specific policy and technical issues affecting the Internet community. Presentations will be given in English or Russian, and simultaneous translation between both languages will provided. The schedule will allow time for questions and debates, as well as generous lunch and coffee breaks during which you can meet and network with other participants. Attendees will also be able to meet with RIPE NCC staff and other key industry players. The full agenda will be posted shortly. Visa ---- If you need a visa to enter Russia, you are urged to request an invitation letter as soon as possible. Voting Options at General Meetings

[Apologies for duplicate emails] Dear Colleagues, The RIPE NCC Executive Board has been evaluating various options regarding the proposal to change the voting procedure currently used to elect the Executive Board during General Meetings. Several of these options were presented at the General Meeting in May 2009. Please refer to this presentation for more details: http://www.ripe.net/membership/gm/gm-may2009/presentations/ After discussion during this meeting, there was no clear consensus on how to proceed. The minutes of the General Meeting are available at: http://www.ripe.net/membership/gm/gm-may2009/minutes.html The Executive Board concluded that in order to widen participation in elections, it will propose to allow voting by postal ballot for Executive Board elections. This addition to the voting process will not require a major effort or a major investment from the RIPE NCC. The Executive Board will monitor whether this enhancement leads to increased participation and based on these outcomes will decide on further steps. Membership discussion of the proposed changes to voting options for General Meetings can take place at <members-discuss(a)ripe.net>. Draft RIPE NCC Charging Scheme 2010

[Apologies for duplicate emails] Dear Colleagues, The RIPE NCC has formulated a Draft Charging Scheme 2010 that will take into account the requirements of policy proposal 2007-01, "Direct Internet Resource Assignments to End Users from the RIPE NCC", and the discussions that took place at the RIPE NCC General Meeting in May 2009 regarding the 2010 Charging Scheme. The proposed Draft Charging Scheme 2010 is now available to view at: http://www.ripe.net/membership/billing/draft-charging-scheme-2010.html Membership discussion of the Draft Charging Scheme 2010 proposal can take place at <members-discuss(a)ripe.net>. The RIPE NCC Executive Board will monitor discussion and input from the RIPE NCC membership before publishing a final version of the Draft Charging Scheme 2010 by 9 September 2009. The RIPE NCC membership will vote on this version at the RIPE NCC General Meeting on 7 October 2009. The RIPE NCC notes that this proposal for the Draft Charging Scheme 2010 is subject to change based on advice from the RIPE NCC's lawyers on tax and legal issues. [Apologies for duplicate emails] Dear Colleagues, The RIPE NCC is currently formulating the Draft Charging Scheme 2010. The Draft Charging Scheme 2010 will take into account the requirements of policy proposal 2007-01, "Direct Internet Resource Assignments to End Users from the RIPE NCC", and the discussions that took place at the RIPE NCC General Meeting in May 2009 regarding the 2010 Charging Scheme. The main features of the Draft Charging Scheme 2010 will be: - As in previous years, there will be five membership categories - Extra Small, Small, Medium, Large and Extra Large - The 2010 fee for each membership category will be the same as for 2009 - An algorithm will determine a score that decides what category a member belongs to - The score will be based on Provider Aggregatable (PA) IPv4 and PA IPv6 allocated over time - Direct assignments will have a recurring charge per assignment and the fee will be EUR 50 per direct assignment The RIPE NCC will publish the Draft Charging Scheme 2010 at the beginning of July 2009. The RIPE NCC Executive Board will then monitor discussion and input from the RIPE NCC membership before publishing a final version of the Draft Charging Scheme 2010 by 9 September 2009. The RIPE NCC membership will vote on this version at the RIPE NCC General Meeting on 7 October 2009. The RIPE NCC notes that this proposal for the Draft Charging Scheme 2010 is subject to change based on advice from the RIPE NCC's lawyers on tax and legal issues. Потому что AS, вообще-то, к Direct Assignments тоже имеет малое отношение (assignments - это про адресное пространство). Т.е. можно предположить, что AS вообще выпадают из scoring-а?

В настоящее время это место занимает наш единственный представитель от России Дмитрий Владимирович Бурков (многим он также известен в качестве члена Совета Координационного Центра национального домена .RU). Три года назад мы его успешно выбрали на это место, и как мне кажется, он вполне достойно отстаивал интересы Российских LIRов в RIPE NCC, а также принимал участие в различных мероприятиях, связанных с "регулированием" Интернет, от лица RIPE NCC, а также (с использованием этой позиции) от лица России. Дмитрий накопил большой опыт, он один из "пионеров" сети Интернет в России, а соответственно, имеет очень большое число контактов среди признанных специалистов, а также и международных функционеров данной отрасли. Я совершенно уверен, что избрание его на второй срок в Исполнительный Совет RIPE NCC принесет нам большую пользу. Соответственно, призываю Вас принять участие в RIPE NCC GM и проголосовать за Дмитрия Буркова.
