Although I've let the closing date of the Discussion Phase slip by, I hope it's not too late to say that this seems a no-brainer to me too, that I agree with Randy's remark about the NCC's "primary job", and that I hope the proposer will decide to advance this proposal to the Review Phase.
Yep, that is the intention. The mike is open until next Friday March 1 and hopefully at that stage there will be enough support to move forward with this proposal. Nick

I'm still against it, for the same reason, viz. that it creates an appearance of responsibility of the sponsoring LIR for the independent resource that does not exist. Replies on the list have strengthened my view that this is indeed seen this way , even by people who should know that the responsibility of the LIR does not extend beyond handling paperwork for the NCC, thus my point is essentially valid.
