The problem is you need to get cash Euros from somewhere. It is not possible now "just to buy EUR in your bank".

The need for payment is confirmed by an invoice from RIPE. You may also need to provide a copy of your RIPE agreement. The cost of this service is 25 euros (Privatbank).
That's most right, legal and correct option. But we tried several banks, and they just reject the payment. Last time it was because of there is word "Moscow" in the (old?) blank of the RIPE NCC contract. It is a good idea if RIPE NCC will share the list of Ukrainian banks that allow payments to RIPE NCC...
