Near earth communication could just random RIR based on dice or whatever. Geographic place of origin isn't all that important to RIR membership, is it? [1]

For deep space communication, IP and especially TCP doesn't work so well. [2] Instead, DTN, with a more purposeful Bundle Protocol is used instead. [3, 4]

I'd like this to work, because either the good or the bad people should get off this planet. (I'd like to think the good are many more, so perhaps best if the bad ones just leave :) )
