How does that change anything? For PA space, he'd have to demonstrate a need for a /21, not just for a /24, which is more difficult. I used to think that you'd get your initial assignment with basically no questions asked because you can't run an ISP without addresses and it's difficult to predict address space requirements without any experience, but this isn't the case.
