This is something I would agree on. Break down the functions, ask the members, and then do what the majority wants.
Of course this doesn't mean that everybody is happy with the result :-)
Some might say this is the situation we are in now. Frankly, I think the core part of the RIPE NCC should be something thats set in stone as much as it can be, with the other activities have a process to start and finish them that needs to have a reasonably majority of the membership in favour to approve, proposals should have an indication of the budget and how it is expected to be funded, with clear end deliverables and timescales.
