+1 While I would support the spirit that any resource holder is encouraged to contribute, I do not see this policy making body in a position to retroactively force an "LRH" under any (new) policy. The NCC, when founded, was well aware of "LRHs" when it accepted its mission, thus inheriting the duties of contractual (express or implied) delivery towards those "LRHs". -Peter (not really an LRH)
