that is correct for information published on the webpages, unfortunately it is not the case for the mails the RIPE NCC sent out to holders of legacy space for Phase 3. According to those mails the only two options for the legacy space holders are to become a member and make the world a better place, or not to become a member and have the registry and reverse DNS data for their legacy space frozen. The people participating in RIPE know about the option of a sponsoring LIR obviously, but my best guess is that for most legacy space holders this mail will be the first contact with the RIPE NCC they ever had. Although there is a link to http://www.ripe.net/lir-services/resource-management/legacy-space in this mail, the wording for a first contact mail is a bit strange and almost threatening for my taste.
