I'll see how to rephrase that before the review.
IMHO we should not restrict this to end users / organisations within the RIPE NCC service region, as it is legitimate for organisations located outside of the NCC's service region to hold address space registered in the RIPE NCC's registry.
I think the natural scope of this policy would be all resources that are maintained in in the RIPE NCC's registry.
So how about simply «The Internet resources reside within the RIPE NCC registry»?
