(that the requester might just be a natural person or a noncommercial organization is obviously beyond the expectation) I will definately NOT send a plain copy of my passport around. Nowhere else is such a drastic measure ever required, except buying ammunition and firearms via mailorder. Asking for that to get a few numbers assigned is plain over the top.
