If that's so, I'm not sure how we can expect any current attempt to change the situation to be any more successful. So maybe we should just give up and accept the status quo? :-) We've both been in the situation a number of times where we want a proposal to go further than it actually does. I hear what you say, but nonetheless, 2.6 is the status quo. 2.1-2.5 (modulo Tore's comments) improve the situation. You're asking for 2.1-2.5 to be stopped unless and until there is consensus around removing existing services to LRHs, specifically because you think it will be difficult to get consensus around this. Traditionally in this scenario, one splits it out and forms a separate policy proposal.
