+1 IMO the revised proposal is the least-worst pragmatic way of dealing with the issue. It's doubtful anything better could be developed or that a quest for perfection would be successful some time before IPv6 runs out. Let's fact it: some legacy holders will want to bring their resources inside the NCC tent and others won't or can't. No amount of debate here will change that. The latest version of 2012-07 deserves support. We should also remember if 20120-7 gets passed and then turns out to have been a mistake, it can be fixed later. Our policy making process should be responsive to the needs of the community and the prevailing circumstances.
