If there isn't a policy to deal with this, de-facto due diligence policies will need be created by the registration services department to handle certification requirements for ERX users. So which do you want: - the community (including ERX users) to work out a set of guidelines for how to handle certification when the original documents are lost, or - the RIPE NCC RS department to invent something which works for them after being told, "uuh, you guys just go off and handle that and don't bother us too much with the details" - followed by some handwaving?
