[ncc-services-wg] Admin: request for "Company Registration documents"

Can anyone point me in the right direction (a ripe document?) which states a requirement for a(n existing) LIR to submit "company registration documents" to some admin clerk at the NCC? I cannot remember any such requirement to become a "registered company" as a prerequisite to becoming an LIR. I may be wrong. TIA, Wilfried.
