Dear RIPE NCC members, The RIPE NCC Executive Board held its 151st Meeting on 23 February 2022, its 152nd Meeting on 24 February 2022 and its 153rd Meeting on 28 February 2022. It also held its 154th Meeting on 3 March 2022 and its 155th Meeting on 7 March 2022. The minutes from the meetings are now available. The Executive Board publishes the minutes of its meetings so that the workings of the Board and the decisions it makes are transparent for the membership that it represents. The following is a summary of the main items from the meetings. Further details are available in the minutes. ----------------------- Main Items ----------------------- - The Board discussed matters related to both a particular arbiter's ruling on the RIPE NCC’s Conflict Arbitration with UMOS LLC as well as cooperation between arbiters and the RIPE NCC in general. - The Board extensively discussed the state of current affairs related to the 2022 Russian invasion of Ukraine, including its possible impacts on the RIPE NCC, the safety and wellbeing of RIPE NCC staff, sanctions and the neutrality of the registry. - Athina Fragkouli shared the Legal team’s review of current sanctions related to the 2022 Russian invasion of Ukraine and how the RIPE NCC might be affected. Current sanctions did not yet impact the RIPE NCC, but Dutch banks might choose to no longer accept payments from Russia. The RIPE NCC would need to consider this possibility. - The Board discussed plans for invoicing this year in light of the ongoing conflict. - Felipe Victolla Silveira discussed the impact sanctions might have on the registry. There was an increase in sanctions alerts to be aware of, but transfer patterns in the region remained stable. He also shared a risk assessment for the RIPE NCC and its staff due to the 2022 Russian invasion of Ukraine. Some services were more at risk than others, and staff were preparing solutions to manage these risks. - The Board discussed whether to moderate the Members Discuss mailing list due to strong language appearing there. The Board decided to temporarily moderate the list. ---------------------------- Resolutions Adopted ---------------------------- - The RIPE NCC Executive Board approved the implementation of the arbiter’s ruling on Conflict Arbitration between UMOS LLC and RIPE NCC issued on 7-1-2022 (hereafter: the Ruling). The Board would like to note that a formal approval of arbiter’s rulings is in general not required but in this case the RIPE NCC expressed concerns about the compliance of the Ruling with RIPE policies and RIPE NCC procedures and requested an approval from the RIPE NCC Executive Board in order to implement the Ruling. The Board acknowledges the obligation of the RIPE NCC to comply with the Ruling, in accordance with the RIPE NCC Conflict Arbitration Procedure section 5, and understands that arbiters’ rulings may not create a precedence for future conflicts. - The RIPE NCC Executive Board approved the resolution "RIPE NCC Executive Board Resolution on Provision of Critical Services": https://www.ripe.net/publications/news/announcements/ripe-ncc-executive-boar... - The RIPE NCC Executive Board resolved to temporarily moderate the members-discuss mailing list starting from Saturday, 5 March 2022, 23:00 UTC+1 and until further notice. The mailing list will be moderated in accordance with the purpose of the mailing list and the principles of the RIPE Code of Conduct by a designated member of the RIPE NCC Executive Board and a RIPE NCC staff member.
