[GM] RIPE NCC General Meeting October 2013: Registration Open

Dear colleagues, On behalf of the RIPE NCC Executive Board, I would like to invite you to the RIPE NCC General Meeting (GM), which will take from October 16-17 2013 at the Athenaeum Hotel in Athens, Greece. The GM takes place alongside the RIPE 67 Meeting, which runs from 14-18 October. Registration ------------ Registration to attend the GM is now open: https://www.ripe.net/lir-services/ncc/gm/october-2013/registration/ Please complete the registration process as soon as possible. Please be aware that you need to register for the GM separately from RIPE 67 Meeting registration. About the October GM -------------------- At the GM, RIPE NCC members will discuss the Draft RIPE NCC Activity Plan and Budget 2014, which will be published on 18 September 2013. This is an excellent opportunity for members to give their input into the activities and services provided by the RIPE NCC. The RIPE NCC Executive Board will take the feedback from the GM and use it to finalise the Activity Plan and Budget, which will be published in December. RIPE NCC members will be able to give their feedback in person at the GM or via the remote participation options. The GM is also when the RIPE NCC membership votes on resolutions affecting the corporate governance of the RIPE NCC. The Executive Board is planning to propose resolutions for this GM and they will be published in detail by 18 September 2013. More information on the GM is available at: https://www.ripe.net/lir-services/ncc/gm/october-2013 GM Schedule ----------- The GM will consist of three parts: 1. The RIPE NCC Services Working Group will begin at 16:00 (UTC +3) on Wednesday, 16 October and will include the presentation of the Reports from the RIPE NCC. These reports make up the first part of the GM. This part of the GM is open to everyone. 2. The second part of the GM takes place immediately after and is open to RIPE NCC members only. This is where members discuss the operations and activities of the RIPE NCC, and vote on any resolutions to be passed. 3. The third part of the GM takes place at 15:45 (UTC +3) on Thursday, 17 October. This part of the GM is a simple announcement of the results of voting on resolutions from the Chairman of the RIPE NCC Executive Board. Voting at the GM ---------------- All full members (having membership status for more than six months) are entitled to vote at the GM. There are two options for voting: 1. Paper ballot (if you attend the GM in person) 2. Dear colleagues, This is a call for nominations from the RIPE NCC service region to fill one vacant seat on the Number Resource Organization (NRO) Number Council (NC). The three-year term of Hans Petter Holen ends on 31 December 2013. The election to the NRO NC seat will take place during the Plenary at the RIPE 67 Meeting to be held in Athens from 14-18 October 2013. All members of the Internet community who are present at that Plenary may vote in the election. The deadline for nominations is 18 September 2013. Any individual residing within the RIPE NCC service region is eligible for nomination, except Regional Internet Registry (RIR) staff members. Self-nominations are permitted. Please send your nominations to <nominations(a)ripe.net> by 23:00 UTC on 18 September 2013. All confirmed nominations will be listed on the RIPE NCC website by 20 September 2013. [news] Update on the RIPE NCC Survey 2013

Dear colleagues, I'd like to give you an update on the RIPE NCC Survey 2013. Firstly, I would like to thank all those who responded to the survey. Over 3,000 people from 114 countries participated, including from 75 of the 76 countries in our service region. This is by far the biggest and most diverse response we've had to any of our surveys. Most importantly, it gives us a huge amount of feedback on our services and activities which we can use to improve our offerings and develop our strategy for the years ahead. Work on the RIPE NCC Survey 2013 began with focus groups and interviews that were carried out by independent consultants Desiree Miloshevic and John Earls. The questions in the survey come mainly from the concerns and areas of interest raised in these meetings by members of the RIPE NCC and other interested parties such as government and law enforcement representatives. The survey itself was conducted on our behalf by the Oxford Internet Institute (OII). The OII has sent the raw survey data with all identifying information removed to the RIPE NCC. All the raw statistical data and open comments will be included in the main survey report, which will be shared by the OII in the coming weeks. A report on the focus groups and interviews written by the independent consultants will also be included with the survey report. We are currently using the survey data to develop the Draft RIPE NCC Activity Plan and Budget 2014. This document outlines all the activities the RIPE NCC proposes to undertake in 2014, along with their associated costs. It will be published and announced to the membership in September. Members will be asked to discuss and give feedback on the Draft Activity Plan and Budget via the members-discuss mailing list. The document will be further discussed at the RIPE NCC General Meeting, which takes place on 16 October 2013. The RIPE NCC Executive Board will incorporate the feedback received into the final Activity Plan and Budget, which will be finalised in December. [news] Global IPv6 Deployment Monitoring Survey Extended

Dear colleagues, The closing date for the fourth annual Global IPv6 Deployment Monitoring Survey has been extended to 9 August 2013. Currently the number of respondents from the RIPE NCC service region is slightly below that of previous years and it would be great if a similar or larger sample size is achieved. The survey is being run by the Number Resource Organisation (NRO) and will be used to gain a comprehensive view of current IPv6 penetration, along with future deployment plans. The survey is similar to previous years which will enable a comparison of progress. There are a maximum of 30 questions that will take around 20 minutes to complete. For those without IPv6 allocations or assignments, or who have not yet deployed IPv6, the questions will be fewer. Executive Board meeting summary notes and minutes

Dear colleagues, The RIPE NCC Executive Board had its 89th meeting on 25 June 2013. The draft minutes are available at: http://www.ripe.net/lir-services/ncc/executive-board/minutes/2013/minutes-8… The minutes of all Board meetings are public, but we would like to announce the draft minutes of our latest meeting so you will be up to date with the Board’s thinking and ideas on all RIPE NCC-related matters. As requested by the membership, we are planning to provide more transparency on the discussions and decision-making processes in the Executive Board, so we will announce a summary of the meetings to the member mailing list from now on. If you would like to give us your feedback directly, you can mail us at <exec-board(a)ripe.net>. You can also discuss matters among the whole membership at<members-discuss(a)ripe.net>. With this in mind, I’d like to summarise the main items from the latest Executive Board meeting. Please see the draft minutes for further details on all these items. - The RIPE NCC will publish a Transparency Report that outlines all requests and subsequent actions from law enforcement agencies received in 2012. This will be published annually from now on. - Review of the RIPE NCC financial reserve levels, and decisions regarding those reserves, will take place and be made known to the membership as soon as discussion with the Dutch tax authorities has concluded. - The Board agreed that an increase to a maximum of seven RIPE NCC Executive Board positions would be appropriate. The Board will propose a resolution to change the Articles of Association to allow for this increase at the upcoming RIPE NCC General Meeting in October 2013. - The Board agreed with the RIPE NCC Senior Management’s proposed augmentation of the Activity Plan and Budget 2014 to include labelling activities as "New Activity", "Expanding Activity", "Ongoing Activity", "Scaling Down Activity" and "Planned Ending Activity". The Board hopes these labels will add clarity and transparency regarding RIPE NCC activities. - The Board unanimously approved a proposal for additional resources to be used in 2013. These are for the expansion of RIPE NCC regional representation and for addressing the issues associated with internal legacy systems. - The Board determined that organisations in Russia that wish to move address space away from ROSNIIROS should be able to do so outside of RIPE transfer policies. - The Board approved a change so that one Board member, in conjunction with the CFO and CEO, can authorise a transfer from deposits. The Board approved an update to the Treasury Statute in accordance with this decision. - The Board agreed to reduce RIPE Meeting fees to EUR 350 and RIPE Meeting Dinner ticket fees to EUR 50.
