Dear colleagues, On 7 October 2014, we announced our timeline for phasing out the text-based email request forms on our website: https://www.ripe.net/ripe/mail/archives/ncc-services-wg/2014-October/002890… As part of this, we have now archived all of the email request forms and supporting notes, except for ENUM requests. To request IPv4, IPv6 or ASNs from the RIPE NCC, members should now use either the request forms available through the LIR Portal, or the Resource Request API which has been developed for members with workflows preventing them from using the LIR Portal forms. You can find the API and supporting documentation here: https://www.ripe.net/data-tools/developer-documentation/resource-request-api In the interests of transparency, we have also published the information that LIRs need to provide in order to complete a request form. You can find this here: https://www.ripe.net/lir-services/resource-management/supporting-notes-for-… In case members require additional time to adjust their internal processes, our systems will continue to accept email-based request forms for a further three months, until the end of May 2015. PROPOSAL: 2014-03, "Remove Multihoming Requirement for AS Number Assignments" OVERVIEW: This proposal aims to ease the requirements when requesting an Autonomous System (AS) Number. It is proposed to remove the need evaluation, limit the amount of AS Numbers per organization to 1,000 and require that 16-bit AS Numbers are multihomed after nine months. RIPE NCC IMPACT ANALYSIS: Includes point that it will be the End User that decides if the need for an AS Number is technically reasonable. STATUS: Review Phase - Awaiting Decision from Working Group Chair FULL PROPOSAL: http://www.ripe.net/ripe/policies/proposals/2014-03 PROPOSAL: 2014-05, "Policy for Inter-RIR Transfers of Internet Resources" OVERVIEW: This proposal aims to allow the global transfer of Internet resources. For transfers to the RIPE NCC service region from RIRs that require needs-based policies, recipients must provide the RIPE NCC with a plan for the use of at least 50% of the transferred resources within five years. STATUS: Review Phase - Awaiting Decision from Working Group Chair FULL PROPOSAL: http://www.ripe.net/ripe/policies/proposals/2014-05 PROPOSAL: 2014-04, "Removing IPv6 Requirement for Receiving Space from the Final /8" OVERVIEW: Currently, in order to receive a final /22 IPv4 allocation from the RIPE NCC, Local Internet Registries (LIRs) must have an IPv6 allocation in the RIPE NCC service region. This proposal aims to remove this requirement. [GM] RIPE NCC Executive Board - Call for Nominations

Dear RIPE NCC member, In compliance with the RIPE NCC Articles of Association (AoA), the RIPE NCC is calling for nominations to the RIPE NCC Executive Board. There will be an election for two vacant seats at the RIPE NCC General Meeting (GM) on 13-15 May 2015, which are for three-year terms. One seat is to fill the place currently held by Dmitry Burkov, whose term expires in May 2015. A second seat is available following the membership's approval of a resolution to expand the Executive Board in October 2013. The document outlining the RIPE NCC Executive Board functions and expectations is available: https://www.ripe.net/lir-services/ncc/executive-board/ripe-ncc-executive-bo… All those considering standing for election to the board are advised to read this information. Nominations ----------- A nomination for the appointment of a member of the Executive Board requires the support of at least five members. You must be a RIPE NCC member and a registered LIR contact to nominate a candidate or support a nomination. Nominations and support submissions should include the following information: - Your full name - Your organisation - Your LIR RegID - Name of the candidate you wish to nominate/support Nominations and support submissions must be submitted by email to agm-nominations(a)ripe.net by Wednesday, 22 April 2015 following the guidelines outlined in article 9 of the RIPE NCC Articles of Association. Voting -------- Voting for the appointment of the RIPE NCC Executive Board members will take place at the upcoming GM. The GM begins with presentation of the reports from the RIPE NCC in the RIPE NCC Services Working Group at 16:00. The formal, members-only section of the GM starts immediately after the RIPE NCC Services Working Group. [news] IANA Stewardship and ICANN Accountability Dominate ICANN 52 Discussions

Dear colleagues, The 52nd ICANN meeting was held in Singapore from 8-12 February, attracting around 1800 participants on-site, as well as numerous remote participants. The issues surrounding the transition of IANA stewardship and ICANN accountability were again at the top of the agenda, and RIPE community members and RIPE NCC staff contributed to these discussions. Discussion of the CRISP Team Proposal As discussed in the RIPE Cooperation Working Group and elsewhere, the Internet numbers community submitted its proposal for future stewardship of the number-related IANA functions to the IANA Stewardship Transition Coordination Group. This proposal, and the counterpart proposal regarding the IANA protocol parameter registries developed within the Internet Engineering Task Force (IETF), were discussed in various ICANN 52 sessions, with representatives of the CRISP team, including Izumi Okutani (CRISP team Chair), Alan Barrett (CRISP team Vice-chair) and Nurani Nimpuno (RIPE CRISP team representative) contributing to discussions and ensuring all aspects of the numbers community IANA stewardship proposal were correctly understood. The meeting provided opportunities for the RIR senior staff, CRISP team members, members of the ICG, ICANN staff, NTIA staff and representatives of the other IANA affected communities to discuss implementation and operational questions arising from the community proposals already delivered. It also provided an opportunity for initial discussions between legal personnel from the RIRs and ICANN regarding development of the Service Level Agreement covering operation of the IANA Numbering Services (as defined in the numbers community IANA proposal). Links to all of the sessions dealing with IANA stewardship transition are available at: https://ripe.net/iana-discussions ICANN Accountability The Cross Community Working Group on Enhancing ICANN Accountability (CCWG-Accountability) met numerous times during the week to continue its work identifying and developing solutions to accountability concerns, with a particular focus on those issues which the group identifies as critical ahead of the IANA stewardship transition. The link between these accountability solutions and a successful transition of the IANA stewardship was again emphasised by participants including Lawrence Strickling, the Assistant Secretary for Communications and Information and Administrator with the National Telecommunications and Information Administration (NTIA). RIPE NCC’s Athina Fragkouli is participating in the CCWG-Accountability as an ASO representative (alongside Izumi Okutani, Fiona Asonga and Jorge Villa), and will seek feedback from the RIPE community and provide updates as the group’s work progresses. Progress on the Naming Community Proposal Discussions during the week also focused heavily on the proposal currently under development by the Cross-Community Working Group to Develop an IANA Stewardship Transition Proposal on Naming Related Functions (commonly referred to as the CWG-Stewardship). The CWG-Stewardship’s recent announcement regarding a revised timeline that would see its proposal delivered to the ICG in June 2015 was of particular interest. There were also discussions on the substantive concerns about whether ICANN itself or a new, external contracting company would hold the stewardship of the names-related IANA functions. [news] RIPE NCC Consultations Report 2015

Dear colleagues, >From November 2014 to January 2015, the RIPE NCC enlisted independent consultants to carry out interviews with RIPE NCC members and other interested parties in the RIPE community. The aim of these consultations was to check on our progress since the RIPE NCC Survey 2013 and to identify issues that our community would like us to address. The RIPE NCC Consultations Report 2015, which was prepared by the independent consultants, is available at: https://www.ripe.net/consultations-report-2015 34 people from 12 countries took part in the consultations, and we thank them for their participation. Interviews took place at the RIPE 69 Meeting in London, several interviews took place via web conference, and there were three physical meetings at locations in Europe. We thank the organisations that provided us with facilities for the physical meetings at no cost. We recognise the importance of having independent consultants carry out this work to ensure anonymity for participants' and to ensure that feedback is reported objectively. The consultations reinforce our commitment to constantly monitor the status and needs of our service region. We believe the input we receive is essential to improving our services for members and for the wider community. Any HTTP request will be automatically redirected, and all links will keep working as normal. We believe this change will provide a more secure, efficient website for our users and allow us to integrate more services such as RIPE NCC Access, our single sign-on system. Regular visitors to the website will not notice any change (other than "https://" in the website’s URL), but if you have any scripts relying on HTTP access, please update them to work over HTTPS.
