Dear colleagues, This is a call for nominations from the RIPE NCC service region to fill one vacant seat on the Number Resource Organization (NRO) Number Council (NC). The three-year term of Filiz Yilmaz ends on 31 December 2016. The election to the NRO NC seat will take place during the Plenary at the RIPE 73 Meeting to be held in Madrid from 24-28 October 2016. All members of the Internet community who are present at that Plenary may vote in the election. The deadline for nominations is 23 September 2016. Any individual residing within the RIPE NCC service region is eligible for nomination, except Regional Internet Registry (RIR) staff members. Self-nominations are permitted. Please send your nominations to <nominations(a)ripe.net> by 23:59 UTC on 23 September 2016. All confirmed nominations will be listed on the RIPE NCC website by 26 September 2016. All nominees may submit a written statement in support of their nomination for publication on the RIPE NCC website. [news] Additional LIR accounts

Dear colleagues,   The ability for RIPE NCC members to again open additional LIR accounts  was confirmed at the RIPE NCC General Meeting (GM) on 27 May 2016. At the GM, members approved the following resolution:   "The General Meeting approves the ability of RIPE NCC members to create  additional LIR accounts."   Members had always been able to open additional LIR accounts until the  RIPE NCC Executive Board suspended this ability in November 2015. The  resolution approved by members at the GM reinstates the ability to open  additional accounts.   The RIPE NCC has been working on an implementation plan since the GM. This plan is put forward to make sure that the ability to open  additional LIR accounts is in line with the spirit of RIPE Policy. The  Executive Board has reviewed the plan and approved the following  stipulations being applied to additional LIR applications:   1. Transfer of resources between LIR accounts of the same member will  fall under the transfer policy.   This aligns the transfer of resources between LIR accounts of the same  member with the transfer procedures the RIPE NCC applies to transfers between LIR accounts of different members.  The transfer policy will now apply to all transfers, regardless of  whether the transfer is between the same or different members.   In practice, this means that the IPv4 allocation will only be  transferable between LIR accounts of the same member after 24 months.  The document ripe-654, "Transfer of Internet Number Resources and Change of a Member’s Official Legal Name", has been updated by ripe-667 to  reflect this alignment (see section 3.5, Transfer of Internet Number Resources and Change of a Member’s Official Legal Name).   You can view ripe-667 at:  <https://www.ripe.net/publications/docs/ripe-667> 2. Only one application will be processed at a time. Members can only make an application for an additional LIR account when there is no other application being processed on their behalf. This aligns more closely with the spirit of the "Last /8" Policy. The RIPE NCC will be able to distribute the IPv4 resources more fairly. Operationally, this also allows the RIPE NCC to process the LIR account applications in a timely fashion. 3. An LIR Account Agreement needs to be signed by the member for an additional LIR account. For transparency and due diligence purposes, the Terms and Conditions for the use of an LIR account will be explicitly outlined and the member will be asked to agree to them by signing a relevant agreement. [news] RIPE NCC to Support the Sustainability of the IETF

Dear colleagues, During the RIPE NCC Services Working Group at RIPE 72, and at the RIPE NCC General Meeting (GM), there was a presentation and discussion on the request for the RIPE NCC to support the IETF’s long-term sustainability: https://ripe72.ripe.net/programme/meeting-plan/services-wg/ The RIPE NCC Executive Board asked RIPE NCC members to discuss the proposal on the RIPE NCC Membership Discussion mailing list, and we would like to thank those who provided their input. The feedback received showed support for the proposal for the RIPE NCC to provide an ongoing financial contribution to the IETF. However, there were concerns that providing a one-off payment to the IETF would not be the ideal way to do this, and that there should be mechanisms in place that would allow the RIPE NCC to discontinue the annual financial support should circumstances change in the future. The RIPE NCC Executive Board has therefore composed the following Letter of Intent, which proposes the annual contribution of EUR 100,000 over the next ten years (2017-2026) to support the sustainability of the IETF. As noted, the proposed contribution will be added to the annual RIPE NCC Activity Plan and Budget, with regards to which members are encouraged to provide their feedback at the second GM every year. [news] RIPE NCC Survey 2016 - Thank You and Fifth iPad Winner

Dear colleagues, The RIPE NCC Survey 2016 is now closed and I would like to thank the 4,344 people from our membership and the Internet community who participated. This is by far the highest number of responses we have received for any of our large-scale surveys, and the feedback will give us good insight into what people want from the RIPE NCC and how we can improve our services. The Oxford Internet Institute has already begun to analyse the survey data. The RIPE NCC will also develop an action plan to address the issues that emerge. We will report back to you on the findings later this year. We are also happy to announce that the fifth winner of an iPad Air 2 for completing the survey is Hakon Gunleifsen from Eidsiva Bredband in Norway. Congratulations Hakon! This message is sent on behalf of the Number Resource Organization (NRO) ICANN and Regional Internet Registries Sign SLA for the IANA Numbering Services Helsinki, Finland – 29 June 2016. The RIRs and ICANN signed the Service Level Agreement (SLA) for the IANA Numbering Services today at ICANN 56 in Helsinki, Finland. This agreement documents the arrangements for provision by ICANN of IANA numbering services, after the IANA stewardship transition which is expected to occur on 30 September 2016. The SLA will only come into effect with the transition, and will have no effect whatsoever before that time. This event is a significant milestone in the long process of transition planning which started in March 2014 with US Government announcement. The process involved huge efforts by the Internet number community collectively, and by teams formed specifically to carry out the work. In particular the NRO Executive Council expresses its sincere thanks for the contribution by CRISP members during the last year and a half in the IANA Stewardship Transition Process. The CRISP Team worked tirelessly to integrate and consolidate the views from the five different regional communities into a single proposal. As the work of the CRISP team is now finally complete, we hereby announce that the team is formally dissolved. Finally the NRO EC also wishes acknowledge the support of the ICANN Board and staff who worked hard with us to finalise the SLA and ensure it was completed on time.
