Dear colleagues, The RIPE NCC General Meeting (GM) takes place on Wednesday, 26 October 2016. All members are asked to participate by registering their votes and attendance options through the LIR Portal: https://www.ripe.net/s/gm-registration-oct-2016 The registration process takes less than a minute to complete, and we ask that you exercise your participation and voting rights in this important meeting for the RIPE NCC and the membership. Members voting remotely should register to do so before the deadline of 16:00 UTC+2 on 26 October. The agenda for the GM is available at: https://www.ripe.net/participate/meetings/gm/meetings/october-2016/agenda There will be a discussion of the Draft RIPE NCC Activity Plan and Budget 2017. Your input in the discussions can help shape the direction of the RIPE NCC in the coming year. The GM will vote on a resolution regarding proposed changes to the RIPE NCC's charging scheme regarding Legacy Internet Resource Holders. There will be a discussion on the RIPE NCC's general charging scheme model, following the RIPE NCC Executive Board's request for input from the membership. The GM will vote on what will happen to the RIPE NCC's 2016 budget surplus - it will be either returned to the RIPE NCC reserves or redistributed to the members as a rebate in 2017. The GM will also vote on whether or not to approve the updated RIPE NCC Conflict Arbitration Procedure. This is the first update since June, as there were no significant PDP developments in recent months. The RIPE Forum provides an easy access to all working group mailing lists https://www.ripe.net/participate/mail/forum/ Proposals Open for Discussion: 2015-04, "RIPE Resource Transfer Policies" 2016-03, "Locking Down the Final /8 Policy" Proposal Withdrawn: 2016-01, "Include Legacy Internet Resource Holders in the Abuse-c Policy" 2016-02, "Resource Authentication Key ( RAK ) code for third party authentication" Proposal Overviews: PROPOSAL: 2015-04, "RIPE Resource Transfer Policies" OVERVIEW: Aims to create a single transfer policy with all relevant information on the transfer of Internet number resources, replacing text in several RIPE Policies. The proposal also introduces a 24-month holding period for IPv4 addresses and 16-bit ASNs after any change of holdership. RIPE NCC IMPACT ANALYSIS: Describes how the 24-month holding period for scarce resources will be applied. PROPOSAL: 2016-01, "Include Legacy Internet Resource Holders in the Abuse-c Policy" OVERVIEW: Aimed for a mandatory abuse contact for Legacy Internet Resource Holders in the RIPE Database. STATUS: Withdrawn. The proposers decided to withdraw the proposal due to the inability to find an acceptable agreement which satisfied all parties. FULL PROPOSAL: https://www.ripe.net/participate/policies/proposals/2016-01 PROPOSAL: 2016-02, "Resource Authentication Key ( RAK ) code for third party authentication" OVERVIEW: Aims to allow all number resources, in exacts and more specifics, to be authenticated via an API-key that expires on a certain date. STATUS: Withdrawn. The proposer didn't see enough community support, especially from the external database holders who would have needed to perform their own development work. [news] Results of the RIPE NCC Survey 2016 Now Available

Dear colleagues, The Oxford Internet Institute (OII) report on the results of the RIPE NCC Survey 2016 is now published. The full report as well as the raw data containing all statistics and responses to open questions are available at: https://www.ripe.net/survey2016 The results of the survey will help us to improve our services and shape our strategy for the years ahead. This survey was launched at the RIPE 72 Meeting and conducted by the OII to ensure independent analysis and anonymity for respondents. 4,344 people responded to the survey from over 100 countries. This means the 2016 survey received by far the biggest number of responses to any RIPE NCC survey. The survey was open to RIPE NCC members as well as other interested parties from our service region and beyond. I would like to thank all who participated for their feedback in what is a very important project for the RIPE NCC. The OII will present on the results of survey at the upcoming RIPE 73 Meeting in Madrid, and the RIPE NCC will publish a list of key findings that they will work on to address the issues that were raised in the survey. The following is a summary of the main items from the meeting. [news] IANA Stewardship Transition Completed

Dear colleagues, On 1 October 2016, the IANA functions contract that the United States Government had with ICANN was allowed to expire. This represents the final step in the community-led IANA stewardship transition process that began in 2014. Oversight of IANA is now the responsibility of the Names, Numbers and Protocol Parameters communities that rely on its services. The five Regional Internet Registries have a Service Level Agreement (SLA) in place with IANA that defines our expectations moving forward. A community-selected IANA Numbering Services Review Committee will assist the NRO Executive Council when it conducts periodic reviews of IANA's services. Aside from this, our work with IANA will be unchanged and members will not see any operational difference. We would like to thank everyone from the RIPE community who participated in this process — whether by sharing their views at RIPE Meetings or on the various mailing lists, or participating more directly within the CRISP, CCWG-Accountability and ICG groups. The ability of the five RIR communities to organise and contribute effectively to this global effort was a demonstration of the strength of our open, transparent and bottom-up approach. Since 2014, the RIPE NCC has maintained an archive of key documents and announcements relating to the IANA stewardship transition. [news] Simplified User Management in the LIR Portal - Please Migrate

Dear colleagues, We are happy to announce that we have simplified user management in the LIR Portal while making communication with the RIPE NCC more secure for our members. For historic reasons, the LIR Portal contained an LIR Contacts list with names and email addresses of persons who are eligible to contact the RIPE NCC on the LIR's behalf. However, for security purposes we already require that specific tasks such as requesting resources or changing contact details must be performed by an authorised LIR Portal user. This is why we are merging both lists into a single set of LIR Portal user accounts. We have created a wizard that will guide a user with administrator privileges through the migration process: https://my.ripe.net/#/contacts Please note that there is no deadline on migrating LIR Contacts at the moment but we are working to ensure there is a single list of authorised user accounts as soon as possible.
