[news] Handling LIR Closure Requests

Dear members, With 2024 just two months away, we'd like to offer some guidance to those of you who are considering closing your LIR accounts. To avoid receiving an invoice for 2024, you can: - Make a valid request to close your LIR account before the end of 2023. - Request the closure of an LIR account due to a policy transfer or a change in business structure before the end of the year. This request must be made with all the necessary information and documentation, and you must confirm your intent to close the account in the request. - Ensure that for policy transfers, the resources are transferable at the time of the request. Automated invoices will be corrected for valid requests received before 31 December 2023, even if the requests have not been finalised by that date. We kindly ask you to submit your closure requests, policy transfers and notifications of any changes in your business structure as soon as possible. Timely submissions are highly appreciated as they help us manage our workload effectively. Additionally, submitting these requests early will ensure you do not receive automated invoices in Q1 2024. This not only streamlines administrative processes for both you and us, but also allows us to process your requests more quickly. Dear RIPE NCC members, The RIPE NCC Executive Board held its 168th Meeting on 6 October 2023. The minutes are now available. Minutes of the 168th Meeting: https://www.ripe.net/about-us/executive-board/minutes/2023/minutes-168th-ex… The Executive Board publishes the minutes of its meetings so that the workings of the Board and the decisions it makes are transparent to the membership it represents. The following is a summary of the main items from the meeting. Further details are available in the minutes. ----------------------- Main Items ----------------------- - I presented on the status of Objectives and Key Results (OKRs) and planned OKRs for 2024. I also provided insights on staff engagement and presented a Risk Update. - I updated the Board on the developments around AFRINIC. The Board were pleased to hear that there has been a ruling to appoint an Official Receiver and welcomed the appointment of John Crain as an expert observer to support the Receiver. - Mirjam Kühne shared her report on developments in the RIPE community. - The Board discussed whether to continue providing funding support on request for Working Group (WG) Chairs. It was agreed that this encourages potential WG Chairs and to continue this funding for another three years. - Fergal Cunningham presented the results of a PESTLE analysis carried out with staff in July 2023. - Fergal presented the findings and key takeaways of the RIPE NCC Survey 2023 and shared the draft report with the Board. - Fergal also presented the Draft Activity Plan and Budget 2024 and asked the Board for comments before the draft was published to members. The Board reviewed the document and shared feedback. - Simon-Jan Haytink presented the financial report for August 2023. He also shared the draft budget for 2024 and the status of the Treasury project. - Athina Fragkouli presented proposed amendments to the Articles of Association on requirements for Executive Board candidates. - The Board reviewed and agreed to proposed amendments to the RIPE Database Terms and Conditions which include the provision of geolocation information as a purpose of the RIPE Database. - James Kennedy presented the outcome of the analysis of Membership Non-Payments. - Fergal shared the draft agenda for the upcoming General Meeting with the regular topics for the Autumn General Meeting. - Felipe Victolla Silveira presented on the usability of the IPv4 Transfer Broker List provided by the RIPE NCC. - Felipe also presented a retention strategy for the data from Routing Information Service (RIS) and RIPE Atlas. ---------------------------- Resolutions Adopted ---------------------------- - The RIPE NCC Executive Board approves the minutes of EB#167. - The RIPE NCC Executive Board resolves that the RIPE NCC will continue to provide funds for the physical participation of working group chairs at RIPE Meetings in accordance with the relevant published procedure until the end of 2026. The RIPE NCC Executive Board will re-evaluate this resolution for the RIPE Meetings after 2026. - The RIPE NCC Executive Board approves an initial investment of 10 M EUR with the investment partner. - The RIPE NCC Executive Board approves the amendments to the “RIPE Database Terms and Conditions”. - The RIPE NCC Executive Board approves the amendments to the “RIPE NCC Closure of Members, Deregistration of Internet Resources and Legacy Internet Resources Procedure”. - The RIPE NCC Executive Board approves the amendments to the “RIPE NCC Website and Publicly Available RIPE NCC Services Terms of Service”. - The RIPE NCC Executive Board approves the amendments to the “RIPE NCC Privacy Statement”. - The RIPE NCC Executive Board approves the publication of the draft agenda for the RIPE NCC General Meeting in November 2023. - The RIPE NCC Executive Board resolves to decommission the IPv4 Transfer Broker List and the IPv4 Transfer Listing service. Dear members, The Draft RIPE NCC Activity Plan and Budget 2024 is now available for your review at: https://www.ripe.net/draft-activity-plan-budget-2024 In this document, you can learn about our plans for next year and shape the direction we take as an organisation. This year, we have added a section at the beginning of the document to highlight how we are working to reduce our operating costs and streamline our work without impacting the quality of our services, in line with feedback received from members and to reflect a tighter budget with a total of 2M EUR cost savings compared to this year's budget. [news] Results of the RIPE NCC Survey 2023 Now Available

Dear RIPE NCC members, The report on the RIPE NCC Survey 2023 is now available: https://www.ripe.net/survey The results of the survey give us an excellent overview of what our membership thinks about important issues, and they will help us to improve our services and shape our strategy for the years ahead. The survey ran from May-June this year and was conducted by Survey Matters to ensure independent analysis and anonymity for respondents. 3,899 people from 93 countries answered 50 questions in ten languages, leaving over 12,000 detailed comments. This is a fantastic response reflecting the diversity of our community. Apart from guiding our work, the results can give members insights on their own work and the development of the Internet more generally. I would like to thank all of you who participated in the survey and shared your feedback on how we can improve. Survey Matters will present the results at the upcoming RIPE 87 Meeting in Rome. Soon after, we will publish a list of key findings that we will work on in the coming period to address the issues that were raised in the survey. [GM] Draft RIPE NCC Activity Plan and Budget 2024 - Update and Timeline

Dear members, In October, we will publish our Draft Activity Plan and Budget 2024 ahead of the Autumn General Meeting. This document will outline our proposed plans for the coming year and how we intend to pay for and resource those plans. In light of the discussion on our charging scheme back in April, this will not be a ‘business as usual’ activity plan. I therefore want to briefly update you on this work and remind members that giving input on this draft document is the most direct and impactful way you can influence the RIPE NCC’s direction as an organisation. When planning for 2024, we are taking into account the comments on the members-discuss list during the charging scheme consultation. Both here, and through the vote at the GM, members indicated that they want the RIPE NCC to continue with the same charging scheme next year rather than raise fees to offset the loss of income due to LIR consolidation and increased costs due to inflation. Members also asked us to bring our operational costs down and focus on core activities that support the mission of the RIPE NCC. We are also using feedback from the RIPE NCC Survey 2023. Nearly 4,000 members completed the survey and the results indicate that members value our services across the board, including community engagement and events, our training services, and Internet measurement tools such as RIPE Atlas and RIPEstat. Many comments also echoed what members told us during the charging scheme discussion (we will publish the full survey report in October). Based on your input, we are planning to reduce our budget to remain within our projected income for 2024, making this a year of cost savings and efficiency. However, balancing the feedback from both the charging scheme consultation and the survey is difficult, since we are working to cut costs while also being mindful that the services we provide outside of our Registry function are valued by many. In this context, we are first and foremost seeking to cut operational budgets and streamline our work without impacting the quality of our services. — How to Provide Feedback —- Recognising both the number of comments received during the charging scheme discussion as well as the frustration of some members that this is separate from our activity planning process, we think it is especially important to be transparent this year and make sure members know how to comment. Alongside the Draft Activity Plan and Budget 2024, we will publish a summary that outlines the main budget changes, which I hope members will read. We will also include information on how we see our budget developing over the next couple of years, with a view towards ensuring the sustainability of the organisation over the longer term. Once the draft document is published, we will invite members to comment on the members-discuss mailing list. We will also hold an open house for members to ask questions and discuss our plans and budget with myself and members of the Executive Board. The document will then be discussed at the General Meeting (GM) alongside RIPE 87 on 29 November 2023. The Executive Board will consider all feedback from the membership on our budget and activities before publishing the final version in December 2023.
