Dear colleagues, We have updated the RIPE NCC Billing Procedure 2016: https://www.ripe.net/participate/member-support/info/billing/billing-proced… The Billing Procedure was updated to clarify the distinction between a RIPE NCC member and an LIR account. In particular, it clarifies that non-payment of the RIPE NCC membership fee leads to the termination of the RIPE NCC Standard Service Agreement for the member and consequently to the closure of all LIR accounts that member holds. Dear colleagues, The RIPE NCC Executive Board held its 107th meeting on 7 July 2016. The following is a summary of the main items from the meeting. Further details are available in the minutes: - The Board discussed the focus points for RIPE NCC strategy in 2017. - The Board discussed the changing Internet governance landscape and stated that external relations and outreach needed to be well-resourced and focused on the challenges ahead. - The Board reported that there would be changes to the arbitration procedures and that these changes would need to be approved by the members. - The Board approved funding for the "Good of the Internet" project, which would include the SEED Alliance, the Rob Blokzijl Foundation and specific projects selected for funding. - The Executive Board agreed to support the sustainability of the IETF - The Board approved the updated corporate documents RIPE NCC LIR Account Agreement, the Transfer Procedure, and Due Diligence and Contractual Relationship Changes between End User and Sponsoring LIR. - The Board approved the new corporate document Secondary DNS Terms & Conditions with the addition of section 4.3 to allow an override and editorial changes that were provided by the Board. Dear colleagues, This is a call for nominations from the RIPE NCC service region to fill one vacant seat on the Number Resource Organization (NRO) Number Council (NC). The three-year term of Filiz Yilmaz ends on 31 December 2016. The election to the NRO NC seat will take place during the Plenary at the RIPE 73 Meeting to be held in Madrid from 24-28 October 2016. All members of the Internet community who are present at that Plenary may vote in the election. The deadline for nominations is 23 September 2016. Any individual residing within the RIPE NCC service region is eligible for nomination, except Regional Internet Registry (RIR) staff members. Self-nominations are permitted. Please send your nominations to <nominations(a)ripe.net> by 23:59 UTC on 23 September 2016. All confirmed nominations will be listed on the RIPE NCC website by 26 September 2016. [news] Additional LIR accounts

Dear colleagues,   The ability for RIPE NCC members to again open additional LIR accounts  was confirmed at the RIPE NCC General Meeting (GM) on 27 May 2016. At the GM, members approved the following resolution:   "The General Meeting approves the ability of RIPE NCC members to create  additional LIR accounts."   Members had always been able to open additional LIR accounts until the  RIPE NCC Executive Board suspended this ability in November 2015. The  resolution approved by members at the GM reinstates the ability to open  additional accounts.   The RIPE NCC has been working on an implementation plan since the GM. This plan is put forward to make sure that the ability to open  additional LIR accounts is in line with the spirit of RIPE Policy. The  Executive Board has reviewed the plan and approved the following  stipulations being applied to additional LIR applications:   1. Transfer of resources between LIR accounts of the same member will  fall under the transfer policy.   This aligns the transfer of resources between LIR accounts of the same  member with the transfer procedures the RIPE NCC applies to transfers between LIR accounts of different members.  The transfer policy will now apply to all transfers, regardless of  whether the transfer is between the same or different members.   In practice, this means that the IPv4 allocation will only be  transferable between LIR accounts of the same member after 24 months.  The document ripe-654, "Transfer of Internet Number Resources and Change of a Member’s Official Legal Name", has been updated by ripe-667 to  reflect this alignment (see section 3.5, Transfer of Internet Number Resources and Change of a Member’s Official Legal Name).   You can view ripe-667 at:  <https://www.ripe.net/publications/docs/ripe-667> 2. Only one application will be processed at a time. Members can only make an application for an additional LIR account when there is no other application being processed on their behalf. This aligns more closely with the spirit of the "Last /8" Policy. The RIPE NCC will be able to distribute the IPv4 resources more fairly. Operationally, this also allows the RIPE NCC to process the LIR account applications in a timely fashion. 3. An LIR Account Agreement needs to be signed by the member for an additional LIR account. For transparency and due diligence purposes, the Terms and Conditions for the use of an LIR account will be explicitly outlined and the member will be asked to agree to them by signing a relevant agreement. [news] RIPE NCC to Support the Sustainability of the IETF

Dear colleagues, During the RIPE NCC Services Working Group at RIPE 72, and at the RIPE NCC General Meeting (GM), there was a presentation and discussion on the request for the RIPE NCC to support the IETF’s long-term sustainability: https://ripe72.ripe.net/programme/meeting-plan/services-wg/ The RIPE NCC Executive Board asked RIPE NCC members to discuss the proposal on the RIPE NCC Membership Discussion mailing list, and we would like to thank those who provided their input. The feedback received showed support for the proposal for the RIPE NCC to provide an ongoing financial contribution to the IETF. However, there were concerns that providing a one-off payment to the IETF would not be the ideal way to do this, and that there should be mechanisms in place that would allow the RIPE NCC to discontinue the annual financial support should circumstances change in the future. The RIPE NCC Executive Board has therefore composed the following Letter of Intent, which proposes the annual contribution of EUR 100,000 over the next ten years (2017-2026) to support the sustainability of the IETF. As noted, the proposed contribution will be added to the annual RIPE NCC Activity Plan and Budget, with regards to which members are encouraged to provide their feedback at the second GM every year.
