Hello, For more than 25 years, the RIPE NCC has been supporting activities and projects for the “Good of the Internet”. Community-driven, non-commercial work has been fundamental to the success of the Internet from its earliest days, and continues to play an important role in making the Internet resilient, secure and accessible for everyone. Under the RIPE NCC Community Projects Fund, the RIPE NCC will provide up to EUR 250,000 per year to support projects of value to the operation, sustainability and resilience of the Internet, with a focus on tools and services benefitting the technical community in the Europe, the Middle East and Central Asia. [news] New RIPE Chair and Vice Chair

Dear colleagues, I would like to congratulate Mirjam Kühne and Niall O’Reilly on their selection as the new RIPE Chair and Vice Chair. Both Mirjam and Niall have a long history within RIPE; they are experienced chairs, they understand consensus, and they share the community's expectations in terms of transparency and openness. I am sure they will continue to serve the community well in their new roles. I am happy that I no longer have to occupy both the RIPE Chair and RIPE NCC Managing Director roles. I intend to pass the torch to Mirjam and Niall as soon as they are ready to assume their new RIPE responsibilities. I do not expect this will take very long. As Managing Director, I am fully committed to giving the new leadership and the RIPE community the support it needs, just as my predecessors supported myself and Rob Blokzijl before me. Dear RIPE NCC members, The RIPE NCC Executive Board held its 136th Meeting via teleconference on 16 June 2020. The draft minutes of the meeting are now available: https://www.ripe.net/about-us/executive-board/minutes/2020/minutes-136th-ex… The Executive Board publishes the minutes of its meetings so that the workings of the Board and the decisions it makes are transparent for the membership that it represents. The following is a summary of the main items from the meeting. Further details are available in the minutes. - The Board reviewed the first fully remote RIPE NCC General Meeting, and in particular the RIPE NCC Executive Board Election. The Board agreed that calling for a Task Force would be appropriate in order to involve the membership and gain valuable feedback for discussion at the next RIPE NCC General Meeting in October 2020. - The Board resolved that the RIPE NCC will provide funds for the physical participation of Working Group Chairs at RIPE Meetings in accordance with the relevant published procedure until the end of 2023. The RIPE NCC Executive Board will re-evaluate this resolution for the RIPE Meetings after 2023. - The Board discussed each board member’s functions and additional tasks. An overview of functions and assignments for official representation will be published on the RIPE NCC website. - The Board reviewed the Treasury Statute according to the yearly review cycle and resolved that it would remain unchanged. - The Board approved the document “Virtual Meeting Registration Terms and Conditions” and approved amendments to the document “RIPE NCC Privacy Statement”. [news] Sanctions and the RIPE NCC: Status Update

Dear members, I want to briefly update you on the current situation involving sanctions, following my last email back in April[1]. In short, there have been no major developments and the situation is largely unchanged. However, to keep you informed, allow me to briefly run through this again. STATUS OF EXEMPTION REQUEST AND FROZEN MEMBERSHIPS In April, we mentioned that the RIPE NCC was seeking an exemption from EU sanctions regulation from the Dutch authorities. The authorities have indicated that their response will take longer than usual, possibly due to the COVID-19 situation. We will inform you when we receive a decision on our request. For the three members believed to be on the sanctions list, this means that their LIR accounts remain frozen and they remain unable to access RIPE NCC services. While this is not ideal, it does mean that their resources have not been deregistered. BANK TRANSFERS FROM IRANIAN AND SYRIAN MEMBERS My earlier email also mentioned that the RIPE NCC's bank had temporarily revoked its ability to receive bank transfers from members in Iran and Syria. Unfortunately, this restriction remains in place and will likely remain so until the RIPE NCC receives a response to its exemption request. As this will probably take longer than the 1 July payment deadline, the RIPE NCC is looking at ways to address this and will follow up with affected members directly. RIPE NCC EXECUTIVE BOARD POSITION This is also unchanged, but I think you'll agree that this is a good thing: "The Executive Board of the RIPE NCC believes that the means of communication should not be affected by political discussions or disputes. This includes the provision of correctly registered Internet numbering resources."[2] At our board meeting last week, we reaffirmed that the RIPE NCC is committed to pursuing all legal means to continue providing services to all of its members. As we have already stated, we believe the Internet is a critical tool for humanity and should not be affected by political discussions. I regret that we are not yet able to give a more positive update, we are doing all we can to resolve this issue. Dear members, Thank you for providing feedback on the IPv4 Transfer Listing Service. The comments were constructive and it was very helpful to find that there is support for the service. What we heard was that while the listing service might not be used that much, it's worth preserving an option for members who don't want to go through a broker. That being the case, and as there is no urgent need to retire the service, we will keep it as-is for now. We are just about to start our planning for next year. Given that transfers will probably be with us for longer than we want to continue supporting the current implementation, we will also see if we can find a more permanent solution. [service] Decommissioning the IPv4 Transfer Listing Service

Dear members, In my update at RIPE 80[1], I mentioned that we would like to decommission the IPv4 Transfer Listing Service unless there there were strong objections. So far, we have heard no requests to keep the service. In case anyone is unfamiliar with this, the listing service allows members to offer/request IPv4 prefixes for transfer: https://www.ripe.net/manage-ips-and-asns/resource-transfers-and-mergers/lis… <https://www.ripe.net/manage-ips-and-asns/resource-transfers-and-mergers/lis…> While there are currently 681,000 IPv4 addresses "offered" on the listing service, when we attempted to match LIRs that had used the service with those that went on to make a transfer, we couldn't find much of a correlation. Of the 1,969 LIRs that transferred resources in our service region last year, only 76 had posted on the listing service and it's not clear whether the service actually connected the offering/receiving parties for these cases. As the listing service is reaching the end of its lifespan, a full reimplementation would be needed to continue supporting it. Given that the listing service does not appear to be adding much in terms of value, spending development time on this does seem like a good use of members' funds. We are therefore planning to discontinue the IPv4 Transfer Listing Service on 22 June. If you have strong objections to this, please let us know or share feedback on members-discuss. [service] Cleanup Locked Person Objects in the RIPE Database (Implementation on 3rd June)

Dear colleagues, As previously announced, the RIPE Database Team plan to clean up locked person objects in the RIPE Database. We will select person objects maintained by RIPE-NCC-LOCKED-MNT, which are referenced by inetnum allocations or assignments, and re-assign them to the resource maintainer, so they can be properly maintained, and it is clear who is responsible for them. We now plan to perform this cleanup on Wednesday, 3 June 2020. We have already notified the affected LIRs and resource maintainers by email. You do not need to take any action.
