This message is sent on behalf of the Number Resource Organization (NRO). ------------------------------------------------------------------------------------------------------- CALL FOR COMMENTS FOR THE SECOND DRAFT SERVICE LEVEL AGREEMENT (SLA) FOR THE IANA NUMBERING SERVICES NRO – PUBLIC CONSULTATION Open until: 31 August 2015, 23:59 UTC Background On 15 January 2015, the Consolidated RIR IANA Stewardship Proposal (CRISP) Team submitted the Internet Number Community Proposal to the request for proposals issued by the IANA Stewardship Coordination Group (ICG). One of the key elements of the Internet Number Community proposal is to replace the current NTIA IANA agreement with a new contract, a Service Level Agreement (SLA) between the IANA Numbering Services Operator and the five RIRs. A first draft of the SLA was produced on 1 May 2015 and opened for public comments until June 14th 2015. The first draft of the SLA is available at: https://www.nro.net/sla-v1 Discussions about the development of the SLA have occurred in all RIR meetings at: APNIC 39 (2-6 March 2015), ARIN 35 (12-15 April 2015), RIPE 70 (11-15 May 2015), LACNIC 23 (18-22 May 2015) and AFRINIC 22 (3-5 June 2015). Results of this discussion are documented in the NRO website at: https://www.nro.net/sla-development Second Draft SLA As a result of the public consultation of the first draft of the SLA and the RIR meetings discussions, a second draft of the SLA has been produced and is available at: https://www.nro.net/sla For the sake of clarity, you can find a track changes version with the first draft at: https://www.nro.net/sla-track-changes Additionally, a document with the comments received during the consultation period and the legal team responses is available at: https://www.nro.net/sla-comments All interested parties are now encouraged to review and comment on this second version of the draft proposal; including members of the RIRs, ICANN, and their communities; members of the CRISP Team and the ICG; and any other organisations and individuals. This call for public comments will remain open until 31 August, 2015 at 23:59 UTC. Comments can be submitted by any interested party to the <ianaxfer(a)nro.net> mailing list. Subscription to this list is open and available at: https://www.nro.net/mailman/listinfo/ianaxfer About the Second Draft SLA The draft SLA has been developed by a team of legal experts from different RIRs. It responds to the principles included in the Internet number community proposal and is based on the already existing provisions of the NTIA IANA agreement. The content of this draft is NOT the result of negotiations with ICANN or any other parties. It is written in such a way so that it can be signed as part of the implementation of the IANA transition when this occurs or before, without pre-judging the outcome of the ICG coordinated proposal. The draft includes legally important provisions, such as those that regulate the five RIRs acting together and being responsible collectively before ICANN. It includes background and definitions. This draft SLA also includes explanatory footnotes that reference the source of each article according to the Internet number community proposal principles or the NTIA IANA agreement. Next Steps During this final public comment period, the CRISP team is encouraged to review the draft SLA and its consistency with the principles of the Internet number community proposal. ICANN in particular is encouraged to review the draft in detail, and to submit any and all final comments during this period. All comments received by the deadline will be processed by the legal team of the RIRs and, as appropriate, included in a further and final draft of the SLA which will be presented to ICANN as the proposed final SLA. It is hoped that this document will be agreed by ICANN without further changes.

This message is sent on behalf of the Number Resource Organization (NRO). ------------------------------------------------------------------------------------------------------- CALL FOR COMMENTS ON CCWG-ACCOUNTABILITY’S 2ND DRAFT PROPOSAL The Cross Community Working Group on Enhancing ICANN Accountability (CCWG-Accountability) has published its 2nd Draft Proposal with proposed improvements to ICANN’s accountability framework. You can find the proposal here: https://www.icann.org/en/system/files/files/ccwg-draft-2-proposal-work-stre… In a previous public comment period in May 2015, CCWG-Accountability sought feedback on the direction of its proposal and preferences among the alternatives that were proposed. CCWG-Accountability has incorporated this input and is now seeking agreement on whether or not the proposal meets the community’s requirements. The comment period closes on 12 September 2015 at 23:59 UTC. The Internet Number Community’s Proposal was submitted to the ICG by the Consolidated RIR IANA Stewardship Proposal (CRISP) Team back in January 2015 and is available here: https://www.nro.net/wp-content/uploads/ICG-RFP-Number-Resource-Proposal.pdf The Internet Number Community’s Proposal In the Internet Number Community Proposal, ICANN continues as the IANA Functions Operator for the IANA Numbering Services. A service level agreement between ICANN and the RIRs would be used to ensure that the IANA functions continue to be performed to the Number Community’s requirements. An independent review panel, made up of representatives from each RIR community, periodically reviews ICANN’s performance in meeting these identified service levels. Key priorities here were ensuring stability, security, reliability, quality of service and community empowerment. The community is very satisfied with ICANN’s performance as IANA Functions Operator and, as ICANN’s role is lightweight and purely administrative, there was no need for the proposal to introduce additional operational complexity. The ICANN Board of Directors will then deliver this document to the NTIA for review. Throughout these next steps, it is important that the Internet Number Community continues to express its views. These new criteria are hierarchical and geographical structure and segmentation for security and planned longevity. PROPOSAL: 2015-02, “Keep IPv6 PI When Requesting IPv6 Allocation” OVERVIEW: This proposal aims to remove the requirement that LIRs should return their IPv6 Provider Independent (PI) assignment when requesting an IPv6 allocation. RIPE NCC IMPACT ANALYSIS: Includes the point that little impact is expected in terms of routing table growth. PROPOSAL: 2015-01, “Alignment of Transfer Requirements for IPv4 Allocations” OVERVIEW: Currently, IPv4 allocations received from another LIR can only be re-allocated after a 24 months, while IPv4 allocations made by the RIPE NCC can be transferred immediately. This proposal aims to align the transfer requirements by applying the same 24-month holding period to all IPv4 allocations. STATUS: Accepted EXPECTED IMPLEMENTATION: Implemented on 23 July 2015 FULL PROPOSAL: https://www.ripe.net/participate/policies/proposals/2015-01 ===== The following proposal is awaiting input before it proceeds in the PDP. PROPOSAL: 2014-03, “Remove Multihoming Requirement for AS Number Assignments” OVERVIEW: This proposal aims to ease the requirements when requesting an Autonomous System (AS) Number. To this end, the following actions are proposed: - Remove the need for evaluation - Limit the number of AS Numbers per organisation to 1,000 - Require that 16-bit AS Numbers are multihomed after nine months RIPE NCC IMPACT ANALYSIS: Includes the point that it will be the End User that decides if the need for an AS Number is technically reasonable. [news] Correction to Income Figure in Activity Plan and Budget 2015

Dear colleagues, It has come to our attention that there was an error in the RIPE NCC Activity Plan and Budget 2015 that was published on our website. In the RIPE NCC Budgeted Statement of Income & Expenditure 2015, the total income was recorded as kEUR 22,269. This figure should have been kEUR 23,269. This was a typo and did not impact on the overall budget result that was reported. We have amended the document to show the correct figure. We apologise for the error. The corrected document is available at: https://www.ripe.net/publications/docs/ripe-630 We are currently working on the Draft RIPE NCC Activity Plan and Budget 2016. We will publish this document for the membership to discuss in advance of the RIPE NCC General Meeting that takes place in Bucharest on 18 November 2015.
