[news] 102nd RIPE NCC Executive Board Meeting Summary Notes and Minutes

Dear colleagues, The RIPE NCC Executive Board held its 102nd meeting on 2 October 2015. The draft minutes of this meeting are now available: https://www.ripe.net/about-us/executive-board/minutes/2015/minutes-102nd-ex… The Executive Board publishes the minutes of its meetings so that the workings of the Board and the decisions it makes are transparent for the membership that it represents. The following is a summary of the main items from the meeting. Further details are available in the minutes: - The Board approved several documents: updated Due Diligence Document, Inter-RIR Transfer Templates, updated Arbitration Procedure. - The RIPE NCC Management presented a financial outlook 2015-2017 and stress test to the Board. The financial outlook showed different scenarios with changes in membership growth, expenses and results. - In relation to the ongoing effort to improve the RIPE NCC's corporate governance, the Board discussed the third party review of the RIPE NCC corporate governance. - The Board approved the publication of the Draft RIPE NCC Activity Plan and Budget 2016. - The Board discussed the draft agenda and resolutions for the upcoming RIPE NCC General Meeting: https://www.ripe.net/participate/meetings/gm/meetings/november-2015/agenda-… - The Board agreed to provide the IETF with a presentation slot at the GM to talk about the importance of the IETF endowment. - The Board created two new Board functions and allocated Academic & Research Liaison to Maria Häll and Government Liaison to Salam Yamout. Dear colleagues, Today is the deadline for all nominations to the Number Resource Organisation (NRO) Number Council (NC). Please send your nominations to <nominations at ripe.net> by 23:59 UTC today, 16 October 2015. All confirmed nominations will be listed on the RIPE NCC website by 19 October 2015. The election to the NRO NC seat will take place during the Plenary at the RIPE 71 Meeting to be held in Bucharest from 16-20 November 2015. All members of the Internet community who are present at that Plenary may vote in the election. All nominees may submit a written statement in support of their nomination for publication on the RIPE NCC website. [news] Due Diligence for the Quality of the RIPE NCC Registration Data

Dear colleagues, The RIPE NCC procedural document, "Due Diligence for the Quality of the RIPE NCC Registration Data", has been updated. The document, ripe-657, is available at: https://www.ripe.net/publications/docs/due-diligence The RIPE NCC has a mandate from the RIPE community to keep an up-to-date and correct Internet number resource registry. In order to comply with this mandate, the RIPE NCC performs due diligence on organisations the RIPE NCC registers Internet number resource for. The due diligence document outlines the minimum information and documentation the RIPE NCC requires to make sure that the registration data is valid and up-to-date. The document contains a new section relating to sanctions and areas under dispute that was added following a review of our procedures. [news] NRO Statement on IANA Stewardship Transition and ICANN Accountability

This message is sent on behalf of the Number Resource Organization (NRO) ------------------------------------------------------------------------------------------------------ NRO STATEMENT ON IANA STEWARDSHIP TRANSITION AND ICANN ACCOUNTABILITY The NRO has worked to ensure that to the extent possible, relationships between ICANN, RIRs and the global numbering communities are established in formal relationships that provide necessary definition and separation of responsibilities. The number community proposal for IANA oversight transition relies on these existing relationships, and builds on them to ensure that responsibilities, commitments and accountabilities are clear and robust in the post-transition environment. Regarding our expectations of ICANN accountability: in our relationships with ICANN, we have and will continue to rely upon binding agreements as the primarily mechanism for ICANN accountability to the numbers community. Regarding organisational models for ICANN accountability, the NRO notes that two legal memos [1][2] reached the conclusion that ICANN currently uses a “Designator” model for appointment of Directors, and that the designators currently have the power to remove the Directors that they appoint. We also note that both legal memos pointed out gaps in the current ICANN bylaws, and one of them was associated with concrete suggestions for bylaw changes to address the identified gaps [3]. The NRO believes that a clarification and formalisation of ICANN’s existing designator structure via the “Empowered SO/AC Designator” model (as referenced in the CCWG-Accountability “2nd Draft Proposal on Work Stream 1 Recommendations” [4]) is the most straightforward approach to provide ICANN structural accountability to the community. We believe that the ability for designator organisations (SOs, ACs, and the NomCom) to remove and replace their designated Directors would provide a sufficient mechanism for enforcement of the desired community powers. However, we are able to support any accountability reform proposal which preserves and ensures ICANN’s ability to perform in accordance with our agreements, providing also that they are consistent with the successful IANA stewardship transition in the time available. The NRO is fully committed to the completion of the current IANA stewardship transition as a desirable and necessary evolution of the current ICANN and IANA models. Indeed, this is an overdue development that we have explicitly supported in several prior public statements. We therefore urge the global multistakeholder community to continue the work to converge on a mutually acceptable accountability reform proposal, which needs to achieve only the following: – Satisfying immediate concerns over ICANN accountability – Allowing the IANA transition to take place within the expected timeframe – Ensuring that ICANN evolution can and will continue in future. Finally we recognise the ongoing efforts by the CCWG and the ICANN Board to arrive to a successful conclusion of the work which is necessary for the IANA transition to occur. It is important that all of these efforts be fully respectful of the work of the community and that any discrepancies be dealt with in a true and amicable multistakeholder fashion. Dear colleagues, This is a final reminder of the call for nominations from the RIPE NCC service region to fill one vacant seat on the Number Resource Organization (NRO) Number Council (NC). The three-year term of Dmitry Kohmanyuk ends on 31 December 2015. The election to the NRO NC seat will take place during the Plenary at the RIPE 71 Meeting to be held in Bucharest from 16-20 November 2015. All members of the Internet community who are present at that Plenary may vote in the election. The deadline for nominations is 16 October 2015. Any individual residing within the RIPE NCC service region is eligible for nomination, except Regional Internet Registry (RIR) staff members. Self-nominations are permitted. Proposals Open for Discussion: 2015-04, “RIPE Resource Transfer Policies” – Discussion Phase until 25 September 2015 Proposals in Last Call: 2015-03, “Assessment Criteria for IPv6 Initial Allocation Size” - Last Call until 29 September 2015 Proposals Awaiting Input: 2014-03, “Remove Multihoming Requirement for AS Number Assignments” Proposal Overviews: PROPOSAL: 2015-04, “RIPE Resource Transfer Policies” OVERVIEW: This proposal aims to create a single transfer policy with all relevant information on the transfer of Internet number resources, replacing text in several RIPE Policies. The proposal also introduces a 24-month holding period for IPv4 addresses and 16-bit ASNs after any change of holdership. These new criteria are hierarchical and geographical structure and segmentation for security and planned longevity. The current requirements, number of users and extent of infrastructure, are retained. RIPE NCC IMPACT ANALYSIS: Includes the RIPE NCC’s understanding of what are reasonable limits for each of the criteria. PROPOSAL: 2014-03, “Remove Multihoming Requirement for AS Number Assignments” OVERVIEW: This proposal aims to ease the requirements when requesting an Autonomous System (AS) Number. To this end, the following actions are proposed: - Remove the need for evaluation - Limit the number of AS Numbers per organisation to 1,000 - Require that 16-bit AS Numbers are multihomed after nine months RIPE NCC IMPACT ANALYSIS: Includes the point that it will be the End User that decides if the need for an AS Number is technically reasonable.
