Dear colleagues, The RIPE NCC Executive Board held its 104th meeting on 10 December 2015. The draft minutes of this meeting are now available: https://www.ripe.net/about-us/executive-board/minutes/2015/minutes-104th-ex… The Executive Board publishes the minutes of its meetings so that the workings of the Board and the decisions it makes are transparent for the membership that it represents. The following is a summary of the main items from the meeting. Further details are available in the minutes: - The Board decided to retain a 150 kEUR margin in redistribution of the surplus to ensure the RIPE NCC remains within the acceptable limit set by the tax authorities. - The Board asked the RIPE NCC to move forward in joining the SEED Alliance while keeping the RIPE Academic Cooperation Initiative (RACI) initiative separate from it. - The Board tasked the RIPE NCC with preparing substantive data and possible procedural changes for dealing with multiple LIRs per member. This is to be discussed with the membership in preparation for the May 2016 General Meeting. - The Board approved the draft RIPE NCC Activity Plan and Budget 2016 including the proposed changes. - Based on discussions at RIPE 71, the Board agreed to wait for further information from the IETF on details of the planned financial structure of the IETF endowment fund before moving ahead on any proposals to make a donation to the fund. - The RIPE NCC Board offered a tribute to the outstanding work of Rob Blokzijl, RIPE Chair Emeritus, and acknowledged his enormous contribution to both RIPE and the RIPE NCC since their inception. [news] RIPE NCC Activity Plan and Budget 2016 Published

Dear colleagues, We are pleased to announce that the RIPE NCC Activity Plan and Budget 2016 is now available. This definitive document has been approved by the RIPE NCC Executive Board with input from the RIPE NCC membership. It outlines the work we will undertake in the coming year and the associated costs for each activity. The document is available at: https://www.ripe.net/publications/docs/ripe-662/ Based on the feedback the Executive Board received from the membership at the General Meeting (GM) and through other feedback mechanisms, changes have been made since the draft Activity Plan and Budget was introduced in October. In order to make members aware of all updates, a new appendix has been added to the document, outlining the changes introduced. The text changes include the following updates: - The draft version referred to “regional offices in Moscow and Dubai”, which does not accurately describe the RIPE NCC presence in these locations. The office in Dubai is a registered regional office of the RIPE NCC, while the office space in Moscow will be simply a formal workspace for the two Russia-based staff members. - There is additional text on the Routing Information System (RIS) expansion following a request from the RIPE community. There is additional budget for capital expenditures for: - The RIS expansion of route collectors - RIPE Meeting set-up improvements for IPv6 network and enhancements of presentation infrastructure. - Cabling set-up and installation of fibres as well as audio/visual and security infrastructure relating to the RIPE NCC Amsterdam office relocation project. [news] Simplifying RIPE Registry Updates

Dear colleagues, We have just completed milestone one in the first phase of our project to make updating the RIPE Registry easier and more efficient for LIRs. We have implemented a simple version of a request form in the LIR Portal that allows LIRs to create a ticket for different scenarios such as mergers and acquisitions, transfers, name changes, and membership terminations. It is often the case that LIRs want to update the RIPE Registry to reflect things like transfers or changes to the legal structure of their organisation. In most cases, the LIR can’t make these changes alone, because the RIPE NCC needs to approve them to ensure that the registry is correct and RIPE Policies have been followed. This is why we are developing a new workflow that will streamline these kinds of requests. Because there are a range of scenarios that all require different evaluation steps, we have decided to take a phased approach. In this first phase, we will focus on improving the process around resource transfers, as defined by RIPE Policy. Rob Blokzijl Dies Peacefully Aged 72

Dear colleagues, I have the painful duty to inform you that Rob Blokzijl, RIPE Chair Emeritus died at his home in the Netherlands yesterday after a long illness. https://www.ripe.net/participate/ripe/rob-blokzijl-obituary This is a sad moment for all of us because we loose a leader whose influence permeates the RIPE community and the way we conduct our work. Rob will live on in this way. Proposals Open for Discussion: 2015-04, "RIPE Resource Transfer Policies" Proposals Awaiting Input: 2015-05, "Revision of Last /8 Allocation Criteria" Proposals Withdrawn: 2014-03, "Remove Multihoming Requirement for AS Number Assignments" Proposal Overviews: PROPOSAL: 2015-04, "RIPE Resource Transfer Policies" OVERVIEW: Aims to create a single transfer policy with all relevant information on the transfer of Internet number resources, replacing text in several RIPE Policies. The proposal also introduces a 24-month holding period for IPv4 addresses and 16-bit ASNs after any change of holdership. RIPE NCC IMPACT ANALYSIS: Includes the point that the current proposal version needs further clarification regarding what kinds of entities can receive transfers of allocated resources. This would only be possible if the LIR has not transferred any IPv4 address space before. PROPOSAL: 2014-03, "Remove Multihoming Requirement for AS Number Assignments" OVERVIEW: Aimed to ease the requirements when requesting an Autonomous System (AS) Number. To this end, the following actions were proposed: - Remove the need for evaluation - Limit the number of AS Numbers per organisation to 1,000 - Require that 16-bit AS Numbers are multihomed after nine months STATUS: Withdrawn REASON FOR WITHDRAWAL: The proposers decided to withdraw the proposal due to the inability to find an acceptable solution which satisfied all parties. Dear colleagues, We are pleased to announce that Nurani Nimpuno was elected to the Number Resource Organization Number Council (NRO NC) at a Plenary session of the RIPE 71 Meeting in Bucharest on 20 November 2015. Nurani will serve a three-year term from 1 January 2016 to 31 December 2018. The election was to fill the seat being vacated by Dmitry Kohmanyuk. [GM] RIPE NCC General Meeting November 2015

Dear colleagues, The RIPE NCC General Meeting (GM) was held 18-20 November 2015 adjacent to the RIPE 71 Meeting in Bucharest. There were 140 attendees, including RIPE NCC staff and observers from the other Regional Internet Registries (RIRs). The webcast from the meeting is archived at: https://www.ripe.net/participate/meetings/gm/meetings/november-2015/webstre… There were two resolutions to be voted on at the General Meeting. The results of the voting on the resolutions are as follows: Resolution 1 - The General Meeting approves the redistribution of the excess contribution paid in 2015 by redistributing the RIPE NCC 2015 surplus to the membership in 2016 Yes - 511 No - 27 Abstain - 9 The resolution passed. Resolution 2 - The General Meeting approves the RIPE NCC Conflict Arbitration Procedure. Yes - 442 No - 24 Abstain - 64 The Chairman of the RIPE NCC Executive Board also stated the board resolution to suspend the creation of multiple LIR accounts. [news] Board Resolution to Suspend Creation of Multiple LIR Accounts

Dear colleagues, On 18 November 2015, the RIPE NCC Executive Board held a Board Meeting in which it made a resolution to temporarily restrict the ability of RIPE NCC members to acquire additional LIR accounts. The resolution also temporarily suspends existing, ongoing or pending requests of RIPE NCC members to open additional LIR accounts. The draft minutes of the 103rd Executive Board Meeting, in which the resolution was drafted, are now available: https://www.ripe.net/about-us/executive-board/minutes/2015/minutes-103rd-ex… The board made the resolution following discussion at the RIPE NCC General Meeting (GM), where a participant pointed out that the ability for a member to create multiple LIR accounts might not be in accordance with RIPE policy. The board resolution comes into immediate effect in order to prevent members rapidly accruing LIR accounts in light of the GM discussions. The resolution does not include the acquisition of additional LIR accounts due to changes in two RIPE NCC members’ business structures (e.g. merger or acquisition between two organisations that are RIPE NCC members). For the next GM, the board plans to add an agenda item on this topic for deliberation and will put forward a formal resolution for the members to vote on. The board may revisit its decision on this matter at any time in accordance with the discussions, and no later than at the first Executive Board Meeting after the next General Meeting.
