[news] Introducing the RIPE Forum

Dear colleagues, There’s a new way to participate on the RIPE Working Group mailing lists: the RIPE Forum, a web-based interface for reading and sending emails on RIPE community mailing lists. We developed the RIPE Forum in-house based on feedback we received from members of the RIPE community who wanted the option to interact and share information in a more modern way. It’s important to note that this new interface is completely optional – those who like using the established mailing list system can continue as they always have, and won’t notice any difference. Several weeks ago the RIPE Forum was deployed on the RIPE Atlas mailing list as a pilot. The test was a success, with no major issues detected, and very positive comments were received from users. We presented the results to the RIPE Working Group Chairs and, based on their feedback, decided to deploy the RIPE Forum to all RIPE Working Group mailing lists. We invite you to have a look yourself: https://www.ripe.net/participate/mail/forum/ We created a special mailing list for testing purposes, so that any conversations about the platform itself can be contained there without disrupting the regular flow of discussions on the RIPE Working Group mailing lists. [GM] RIPE NCC General Meeting May 2016

Dear members, The RIPE NCC General Meeting (GM) took place in Copenhagen from 25-27 May 2016. There were 165 attendees at the GM. An election took place to fill two seats on the RIPE NCC Executive Board. There were four candidates and the seats were filled by Nigel Titley and Remco van Mook. We would like to congratulate Nigel and Remco on their re-election. The membership also voted on four resolutions: 1. The General Meeting adopts the RIPE NCC Financial Report 2015. This resolution was approved. 2. The General Meeting discharges the Executive Board with regard to its actions as they appear from the Annual Report 2015. This resolution was approved. 3. The General Meeting approves the ability of RIPE NCC members to create additional LIR accounts. This resolution was approved. 4. The General Meeting adopts the RIPE NCC Charging Scheme 2017. This resolution was approved. 789 RIPE NCC members cast their votes on the resolutions and in the elections. The RIPE NCC Executive Board would like to thank the members for their feedback and participation at the GM. Dear colleagues, The RIPE NCC Survey 2016 is now online. You can take the survey at: https://www.ripe.net/survey2016 We ask that you take this very important survey for the RIPE NCC and the RIPE community, and that you encourage your colleagues and contacts to participate. The survey is carried out by the Oxford Internet Institute (OII), which guarantees anonymity for participants and independent assessment of results. It will remain open until 30 June 2016. There are no limits on who can take the survey. RIPE NCC members as well as other interested parties globally are asked to participate. If many people in the same organisation would like to take the survey, they are welcome to do so. The survey conducted in 2013 by the OII provided us with 48 key findings that the RIPE NCC was able to act on, and we hope this survey will provide similarly useful feedback. This is your chance to let the RIPE NCC know exactly what you think and give your suggestions for how the organisation should operate. We hope you will take advantage of this opportunity. [GM] RIPE NCC Executive Board Position on Multiple LIRs Resolution

Dear colleagues, The RIPE NCC General Meeting (GM) takes place tomorrow on Wednesday, 25 May 2016. At the GM, members will vote on four resolutions and in the RIPE NCC Executive Board election. The third resolution to be voted on concerns the ability of RIPE NCC members to open additional LIR accounts. Currently, this ability is suspended pending the vote at the GM. There will be a presentation on this issue at the meeting and a discussion afterwards. The Executive Board recommends to members that they vote Yes to allow members to open additional LIR accounts. Due to the high number of remote voting participants who are registered for the meeting, the Board would like to take the opportunity to explain via email its reasoning for making such a recommendation. The RIPE NCC has noticed that while the suspension has been in place, there has been no significant slowdown in the number of organisations becoming members of the RIPE NCC. The RIPE NCC has also noted that there has been an increase in some countries of organisations setting up separate legal entities that can become full members of the RIPE NCC and receive a /22 of IPv4 address space. This means that it is more difficult to track who is holding multiple /22s of IPv4 address space from the last /8. It also means that these separate legal entities, which can be owned by a single person, can acquire multiple voting rights at the GM. The Board therefore believes that the suspension of the ability to add additional LIR accounts has not solved the problem it was intended to solve, and it has created some new problems. By voting Yes to this resolution, the Board believes it would: 1. Bring much-needed transparency to the situation regarding holders of /22s from the last /8 2. Encourage a reduction in the amount of individuals holding multiple voting rights at the GM 3. Allow the Policy Development Process (PDP) to close loopholes relating to the Last /8 policy rather than the membership Last week, the RIPE NCC published an article on RIPE Labs that gives further information on membership growth and available IPv4 statistics: https://labs.ripe.net/Members/wilhelm/ripe-ncc-membership-and-available-ipv… We look forward to hearing your views on this matter at the GM, and you should also feel free to discuss this matter on the <members-discuss(a)ripe.net> mailing list. There are three other resolutions to be voted on at the GM: Resolution 1 asks members to formally adopt the RIPE NCC's audited accounting for 2015. Resolution 2 asks members to formally discharge the Executive Board of liability in relation to their position as board members. Resolution 4 asks the members to approve the Charging Scheme for 2017. The charging scheme proposed by the board would continue the current annual membership fee of EUR 1,400 + EUR 50 per PI assignment. There will also be a presentation on this at the GM and a discussion afterwards. RIPE NCC Member Update: May 2016 Number of LIRs: 13,553 LIRs with IPv6: 10,279 IPv4 addresses transferred in April: 259,584 https://labs.ripe.net/statistics RESOURCE REGISTRATION The RIPE NCC Executive Board has asked the RIPE NCC to broaden the definition of policy transfers by including network acquisitions in the scope of the transfer policy. All network acquisitions now fall under the RIPE transfer policy unless they are part of an organisation merger, organisation acquisition, bankruptcy or liquidation. The Board has also instructed the RIPE NCC to strengthen its due diligence procedures to clarify that transfer agreements are signed by a party that is officially authorised to do so according to national authority registration. The RIPE NCC is proactively checking that all signatures meet the criteria. RIPE NCC IMPACT ANALYSIS: Describes how the 24-month holding period for scarce resources will be applied. [news] Improving the Management of RIPE Database Objects with Joint Responsibility

Dear colleagues, As announced to the RIPE NCC Services Working Group on 22 April, we have been working on simplifying information management in the RIPE Database. Some objects in the RIPE Database have joint responsibility: allocations for IP resources and the ORGANISATION object. The result is that some attributes can only be changed by the RIPE NCC, and others could only be changed through the so-called LIR Portal Object Editors. Today we have deployed business rules in the RIPE Database to determine which attributes you can change and which ones can only be changed by the RIPE NCC. In addition, we have made improvements to the LIR Portal, making the Object Editors obsolete. What this means for you: 1. In the LIR Portal, users will have to go through a one-time operation of selecting a "default" maintainer, which is placed on all existing and new objects that have joint responsibility 2. Changes such as selecting another technical or administrative contact for an allocation for IP resources should be done in the RIPE Database from now on Please note that it is not required to take action immediately.
