Dear colleagues, Here is our monthly overview of open policy proposals and their stage in the RIPE Policy Development Process (PDP). If you wish to join the discussion about a particular proposal, please do so on the relevant working group mailing list. Proposals Open for Discussion: 2015-04, "RIPE Resource Transfer Policies" Proposals Awaiting Input: 2015-05, "Revision of Last /8 Allocation Criteria" Proposals Withdrawn: 2014-03, "Remove Multihoming Requirement for AS Number Assignments" Proposal Overviews: PROPOSAL: 2015-04, "RIPE Resource Transfer Policies" OVERVIEW: Aims to create a single transfer policy with all relevant information on the transfer of Internet number resources, replacing text in several RIPE Policies. The proposal also introduces a 24-month holding period for IPv4 addresses and 16-bit ASNs after any change of holdership. RIPE NCC IMPACT ANALYSIS: Includes the point that the current proposal version needs further clarification regarding what kinds of entities can receive transfers of allocated resources. PROPOSAL: 2015-05, "Revision of Last /8 Allocation Criteria" OVERVIEW: Aims to allow LIRs to request an additional /22 IPv4 allocation from the RIPE NCC every 18 months. This would only be possible if the LIR has not transferred any IPv4 address space before. STATUS: Discussion Phase – Awaiting decision from proposer FULL PROPOSAL: https://www.ripe.net/participate/policies/proposals/2015-05 ===== The following proposal has been withdrawn since the last update. PROPOSAL: 2014-03, "Remove Multihoming Requirement for AS Number Assignments" OVERVIEW: Aimed to ease the requirements when requesting an Autonomous System (AS) Number. To this end, the following actions were proposed: - Remove the need for evaluation - Limit the number of AS Numbers per organisation to 1,000 - Require that 16-bit AS Numbers are multihomed after nine months STATUS: Withdrawn REASON FOR WITHDRAWAL: The proposers decided to withdraw the proposal due to the inability to find an acceptable solution which satisfied all parties. Dear colleagues, We are pleased to announce that Nurani Nimpuno was elected to the Number Resource Organization Number Council (NRO NC) at a Plenary session of the RIPE 71 Meeting in Bucharest on 20 November 2015. Nurani will serve a three-year term from 1 January 2016 to 31 December 2018. The election was to fill the seat being vacated by Dmitry Kohmanyuk. [GM] RIPE NCC General Meeting November 2015

Dear colleagues, The RIPE NCC General Meeting (GM) was held 18-20 November 2015 adjacent to the RIPE 71 Meeting in Bucharest. There were 140 attendees, including RIPE NCC staff and observers from the other Regional Internet Registries (RIRs). The webcast from the meeting is archived at: https://www.ripe.net/participate/meetings/gm/meetings/november-2015/webstre… There were two resolutions to be voted on at the General Meeting. The results of the voting on the resolutions are as follows: Resolution 1 - The General Meeting approves the redistribution of the excess contribution paid in 2015 by redistributing the RIPE NCC 2015 surplus to the membership in 2016 Yes - 511 No - 27 Abstain - 9 The resolution passed. Resolution 2 - The General Meeting approves the RIPE NCC Conflict Arbitration Procedure. Yes - 442 No - 24 Abstain - 64 The Chairman of the RIPE NCC Executive Board also stated the board resolution to suspend the creation of multiple LIR accounts. [news] Board Resolution to Suspend Creation of Multiple LIR Accounts

Dear colleagues, On 18 November 2015, the RIPE NCC Executive Board held a Board Meeting in which it made a resolution to temporarily restrict the ability of RIPE NCC members to acquire additional LIR accounts. The resolution also temporarily suspends existing, ongoing or pending requests of RIPE NCC members to open additional LIR accounts. The draft minutes of the 103rd Executive Board Meeting, in which the resolution was drafted, are now available: https://www.ripe.net/about-us/executive-board/minutes/2015/minutes-103rd-ex… The board made the resolution following discussion at the RIPE NCC General Meeting (GM), where a participant pointed out that the ability for a member to create multiple LIR accounts might not be in accordance with RIPE policy. The board resolution comes into immediate effect in order to prevent members rapidly accruing LIR accounts in light of the GM discussions. The resolution does not include the acquisition of additional LIR accounts due to changes in two RIPE NCC members’ business structures (e.g. merger or acquisition between two organisations that are RIPE NCC members). For the next GM, the board plans to add an agenda item on this topic for deliberation and will put forward a formal resolution for the members to vote on. The board may revisit its decision on this matter at any time in accordance with the discussions, and no later than at the first Executive Board Meeting after the next General Meeting. All members are asked to participate by registering their votes and attendance options through the LIR Portal: https://www.ripe.net/s/gm-registration-nov-2015 The registration process takes less than a minute to complete, and we ask that you exercise your participation and voting rights in this important meeting for the RIPE NCC and the membership. Members voting remotely should register to do so before the deadline on 16:00 UTC+2 on 18 November. Agenda and Resolutions ----------------------- The agenda for the GM is available at: https://www.ripe.net/participate/meetings/gm/meetings/november-2015/agenda-… There will be a discussion of the Draft RIPE NCC Activity Plan and Budget 2016. This document lays out our plans for 2016 and the cost of those plans, so your input in the discussions can help shape the direction of the RIPE NCC in the coming year. One of the key elements of the Internet Number Community Proposal, described in section III.A.4, is the establishment of a Review Committee to ensure that the service level defined in the proposed SLA for the IANA Numbering Services is maintained by the IANA Numbering Services Operator. Further description of the Review of IANA Numbering Services is provided in Article 8 of the draft SLA. On 23 June 2015, the NRO EC invited all interested parties to review and comment on the draft Internet Number Community Review Committee Charter. This message is sent on behalf of the Number Resource Organization (NRO). -------------------------------------------------------------------------------------------------------- UPDATED THIRD DRAFT SERVICE LEVEL AGREEMENT FOR THE IANA NUMBERING SERVICES (SLAv3) AND CALL FOR ICANN TO PUBLICLY COMMENT ON SLAv3. Background On 15 January 2015, the Consolidated RIR IANA Stewardship Proposal (CRISP) Team submitted the Internet Number Community Proposal to the request for proposals issued by the IANA Stewardship Coordination Group (ICG). One of the key elements of the Internet Number Community proposal is to replace the current NTIA IANA agreement with a new contract, a Service Level Agreement (SLA), between the IANA Numbering Services Operator and the five RIRs. A first draft of the SLA was published on 1 May 2015 and opened for public comments until 14 June 2015. The first draft of the SLA is available at: https://www.nro.net/sla-v1 A second draft of the SLA was published on 6 August 2015 and opened for public comments until 31 August 2015. We invite ICANN and its legal team to provide any such comments by 30 November 2015 at 23:59 UTC in order to stay in line with the current timelines for successful and timely transition of the IANA Numbering Services. It responds to the principles included in the Internet Number Community proposal and is based on the already existing provisions of the NTIA IANA agreement. The content of SLAv3 is the result of consideration of public comments received during the public comment period on the second draft SLA as well as informational meetings with ICANN staff regarding the operational provisions of the SLA. It remains written in such a way that it can be signed as part of the implementation of the IANA transition when this occurs or before, without pre-judging the outcome of the ICG coordinated proposal. The SLA includes legally important provisions, such as those that regulate the five RIRs acting together and being responsible collectively before ICANN. It includes background and definitions. The SLA also includes explanatory footnotes that reference the source of each article according to the Internet Number Community proposal principles or the NTIA IANA agreement. Next Steps The RIRs thank the community for its thoughtful comments and now publish this SLAv3 in the interest of transparency and keeping the community apprised of progress being made on the SLA. We are now in the negotiation phase with ICANN as IANA Numbering Services Operator which we intend to be an open process. During this final period wherein the RIRs invite ICANN to publicly comment and confer with the RIRs on SLAv3, our goal is to arrive at an SLA draft that is mutually acceptable to the RIRs and ICANN, is consistent with the SLA principles found within the Internet Number Community proposal, and is in a form that is ready for signature. After 30 November, 2015, the RIRs intend to publish the final mutually acceptable draft SLA as one of the key elements for implementation of the Internet Numbers Community proposal and transition of the IANA Numbering Services.

[news] Introducing the RIPE NCC's New Look

Dear colleagues, Today the RIPE NCC is unveiling a fresh new look across its website and printed materials, at the heart of which is a new logo. As the RIPE NCC has evolved over time, it became apparent that our old logo, which had not changed much for 20 years, no longer represented everything that the RIPE NCC is and all that we do. During this time, our visual identity was diluted and became scattered as we developed new services, tools and departments that each had their own look and feel. Finally, the old logo was difficult to work with and use across various printed and online media. For these reasons, we decided it was time to update our look with a new design that is modern, easy to work with, and represents our core values, the community we represent, and the services we offer. The new logo was rolled out across the www.ripe.net website earlier this morning and we invite you to take a look. The three hexagons reflect our function as a registry, the services we offer and our coordination role, with the community at the intersection. Also reflected are our core values of transparency, engagement and inclusiveness.
