Hello, Please note that depend from country it should be yearly payment + local taxes. For Russia it is now 20% VAT. And this VAT, depend from way of how business was registered in tax ministry may not to be returned. This might crash new small business or at least make their expenses to be unacceptable. With last terms about aquistion and join businesses it is also make hard way to get our from business. This may increase percent of died RIPE LIR's because beginners could not transfer their ip's could not sell it to another company or join with someone who can support their customers within 2 (or even 3 years). So RIPE will need sent invoices to collectors or get back ip's from such LIR's without any payments. that might be, but you're not "many members". As for a too large one-time fee, the paragraph adressed this:
The Executive Board supported the implementation of an enhanced billing cycle and instructs the RIPE NCC Management to implement a yearly billing process, including payment options for members with cash flow limitations.
You should ask the RIPE NCC what the available payment options are in your case.

Could we please stop arguing about this, I think the NCC understands now that some people are unhappy with this, arguing further will not solve anything. It is just spamming people's inboxes. Please stop complaining. Also I see a lot of people calling themselves customers, but that is not true, you are not a customer of the NCC, you are a member of the NCC, aka you are a part of it. Stop arguing? Why? Is not it be first rule of democracy is get feedback from people and calculate each voice pro and contra? Also, i could recall that here i see a least 10+ replies from members who try to name this problem not important and related to only few members (mostly multi-LIR owners). But it is not true as you can see. Also, correct me if i wrong but i don't heard yet anything from RIPE about changes in billing scheme followed on this discussion. I believe that RIPE should understand that it is impossible to be modern organisation with old technology. RIPE complain that quaterly payment is hard for processing with current business structure and decide charge LIR for one year. I do understand this i also use Excel for billing 10 years. But it does not reason to transfer my problem to customers and therefore i enable automated billing and therefore customers still able pay month to month. Why RIPE would not like improve billing system and decrease number of human who do monkey work? Lot of automated banking system exist on market for this. PS. I believe that each feedback is important to improve all activity related to LIR business and ask all members post here all idea which can help RIPE and us, members to find solution for most members.
