Dear Henriette, Thank you for this timely notification. I got a question from our community. If an LIR (or multi-LIR) has received their IPv4 network in December 2018 and would like to make a transfer in 2020, they should submit a request with the MyLIR portal no earlier than 731 day after initial allocation, otherwise the system will not allow the transfer request. And this mean an invoice for 2021 will be received by the LIR and no transfer will be possible until full payment. Does this situation reflect the reality? For requests resulting in the closure of an LIR account that are submitted later than 1 December 2020, or requests that are incomplete, we can not guarantee that the LIR account will be closed before 31 December 2020. Invoices for 2021 will be issued for LIR accounts still open on 1 January 2021.

Hi I also want to merge my LIRs but the hold period ends on the 28th of December. So, should I pay for 2021? I also doubt that its legal, that it depends on the working-speed of RIPE itself if you need to pay a new year or not. Even if I send the closure-request on 31. December 23:45 o clock, then my request is done in the last year and every judge will agree. Its not the members problem, if RIPE takes until new year to process the request. Or is there any rule, that me as a member have to accept this process, that it depends on the working-speed and "god-will" to accept my documents, if I need to pay a additional year or not? Anyways the RIPE will send the invoices for the coming year in February or March, so there is still a lot of time for RIPE to exempt LIRs from getting invoiced where a closure process is started before new-year. So I really dont understand the reason why make it such complicated. Dear members, Thank you for your comments. Based on your input, we have reviewed our procedures and we can address your concerns. Any valid request made before the end of 2020 to close an LIR account will mean that the account in question will not be charged in 2021. Policy transfers and changes in business structure that lead to the closure of an LIR account will also not be charged in 2021 provided the request is made to us with all necessary information before the end of the year and the intention to close the account is confirmed to us in our follow-up communication to the request. With policy transfers, the resources must be transferable at the time of the request. Automated invoices will be corrected for valid requests processed after 31 December 2020. But we kindly ask you to complete closure requests, policy transfers and notifications of changes in business structure in time so we avoid sending the automated invoice in Q1 2021. This reduces unnecessary administrative burden for ourselves and for members. We will communicate this information to all members.
