I’d guess it’s because the draft for 2025 is written on top of the previous year’s plan and in it, for 2023-2024, there were some savings shown on that page. In any case any savings that were or will be made by optimizing existing costs during 2024 have been proposed to be repurposed within the increased 2025 budget. Sort of tangential, on page 9 bad debt and depreciation, both non-cash items originating from the balance sheet and being written off as expenses, are attributed 17 and 29 euro respectively out of 1800 euro paid for membership. From an accurate income statement point of view, it is true and correct. Yearly, we close 120 to 160 LIR accounts due to non-payment, and we have an increased LIR fee for 2025. In recent years we do see more uncertainty due to unrest in our service region, and this does have impact on our bad debts. Or does the non-paying LIR move their resources to another RIR in order to avoid payment? I'm just curious as to what measures RIPE NCC can take in order to receive full payment for services render. Dear Hank, LIRs that are closed due to non-payment are closed according to the closure procedure: https://www.ripe.net/publications/docs/ripe-808/ If the LIR in question has resources, these are de-registered according to that same policy. And in the end the resources are returned to the pool of resources available to members according to RIPE Policy. Also, we do not process resource transfers if there is an invoice outstanding. Assuming also that an average LIR has a /22 - that would mean approx 127K IP are recovered per year due to bad debts of LIRs.
I would presume the avg. LIR to be a bit smaller, likely /23 on average.
Can RIPE NCC or RIPE Labs perhaps produce a report showing the number of reclaimed IP addresses, year by year?
Actually, the waitinglist should show that rather well. https://www.ripe.net/manage-ips-and-asns/ipv4/ipv4-waiting-list/ You indeed have dips ~ at the end of every year, given that prefixes will stay quarantined for some time. 22/23 saw a modest dip of ~30 LIRs getting off the waitlist (i.e., ~30 /24s reclaimed). 23/24 saw a larger dip around ~100 /24s. Finally, right now, we also see a dip of ~60 /24s. https://www.ripe.net/manage-ips-and-asns/ipv4/ipv4-pool/ Should show this even better; However, it might be good if that graph could be changed to /24 equivalence, allow disabling of individual sub-pools and split-out of the quarantined networks from the reserved addresses. In this document, you can learn about our plans for next year and shape the direction we take as an organisation.
In response to members’ questions about our budget, we have included more detailed information in this document about the main costs for each activity and about the staff costs in the RIPE NCC overall. We have also included key takeaways and defined commitments to ensure members can clearly understand the goals of our activities for the coming year. We will also publish two RIPE Labs articles that look at our plans and budget in more detail.
Please read the document and share any feedback on members- discuss@ripe.net <mailto:members-discuss@ripe.net>. The document will be discussed at the General Meeting (GM) alongside RIPE 89 and in the RIPE NCC Services Working Group on Wednesday, 30 October 2024. The Executive Board will consider all feedback on our activities before approving the final version that will be published in December 2024.
We also invite you to participate in an Open House on 9 October from 09:00 to 10:30 (UTC), where you can give feedback on the Draft Activity Plan and Budget directly to the Executive Board and RIPE NCC Management. You can register to attend at:
