NCC please provide an feed-back on the suggestion and maybe, board should discuss it the issue(or it is more of operational matter?) I agree, but for the point, this doesn’t serve the purpose the list was created for. This is a new idea.
This e-Mail is not copied to the list, as it probably is a notion of personal preference. Nobody cared enough to reply on the question “why do we have this *list* anyway” …

And if members like a forum, they should have it. But my forecast for it is pessimistic: Only a special interest group might meet up there. The massive announcement possibility is gone. Except you do an automatic registration for the forum, e-Mail notification included. (and what is the point of that? converting an mailing list towards a forum backed by e-mail).

Announcement has been done by ncc-announce list, in which all member receives it(notice the first Email Nigel sent ask everyone to discuss the issue was go though a different list?), and I don't believe all member wants to hear everything everyone is saying, announcement will give an idea that there is an question in discussion, if you want to go to the forum to contribute, it is fully up to you.
