You check, that your client has not paid for the LIR contract. You answer to RIPE NCC, that you will agree to the change, but when the client will pay off the debt. RIPE NCC replies that: a) he does not care that the client has not paid for the contract, b) forcibly performs the transfer without the consent of the current sponsor LIR. As a result, the LIR sponsor is left with a debt, the collection possibilities of which are drastically reduced. For comparison: if you do not pay your annual invoice to RIPE NCC, the LIR SSA will be terminated and the resources deregistered. With no discussion.
