It's not advertising. RIPE NCC doesn't advertise. But it does do a lot of work (as do the other RIRs) on explaining to Govts and other bodies
No it hasn't been canned. It was approved by the membership (by a fairly narrow margin) at the last GM. that the internet works quite well as it does and that the whole thing shouldn't be handed over to the ITU (which is a serious threat, although less serious than it was, largely due to the work that RIPE et al have been doing). This is what is meant by "outreach".

Because the members seem to want it. If the members come out in large numbers and tell them not to do it then it will stop.
