Larger LIRs have the same voting power as smaller LIRs.  Each member of the association has one vote, of equal weight, regardless of the size of their LIR.

If a member has opened multiple LIRs on the same membership account, then that's one-vote-per-member, not one-vote-per-LIR.

There are situations where due to mergers / buyouts / etc, some larger organisations will have corporate control over several member accounts, each with their own voting rights. But in general it's not correct to say that larger LIRs have more voting power.
