I'm afraid what you are suggesting is impossible, there are no such ranges that exist as both RIR space and legacy space.

Only if they become LIR member.

There are also legacy holders that aren't LIR members though.
Yet we still provide technical services for them, if their IP range falls under the larger range RIPE is responsible for.
