You don't seem to have read the whole discussion. The RIPE NCC is not for profit. It's a cost-covering run operation and has to report to the board and the membership. If the PI fee's go up and generate so much revenue, the LIR fee's will have to got down. It's as simple as that, because at the end of the day, they are not allowed to turn out an overly huge profit.
