Yes, a lot of listeners, but I can say that I particpated already in last years discussion and my and the loudest and most opinion was not heard. I am one of the smallest LIR's and at the same time a very small company. RIPE Fee is the biggest cost of my whole company and this year was highest fee ever. My opinion has not changed in make billing much more fairer by paying per utilization. I am also a customer of some 3rd party hosting companies and they sell ip addresses ~2-3 € per month when you want to get an IPv4. 1 € per IP / year should be affordable by any organiation. We are trying to solve a problem of a "cosmic scale" with the help of a digging stick. It is necessary to have a great will and desire from the leadership of the NCC to change something. ... and possibly how old these resources are... we got our blocks in 1995/1996, and they are considered "large" by today's standards. Back then, it was what you got as a fast-growing small ISP...
So if we really go for something based on allocation size, adding a yearly depreciation factor in would make this "more fair" (... we've been paying our share for the last 29(!) years already).
