The main meaning or/and idea of my question was that they don`t think about that they DO NOT participate in RIPE community but condemn it`s decision.

And I tried to explain that always necessary need to consider the issue from all angles and to understand that if you want something you need to do something.

In our case "something" is to participate when such decisions are made and/or suggest other ways to resolve the problem.
I will remind problem: IPv4 ended, IP`s still needed, no not used IP`s returned
And not just write "Hey, RIPE, your decision is bad".

Going to RIPE meetings is not something absolutely necessary to "change the rules", because the PDP and all related discussions really happen on working group mailing lists.
