The RIPE NCC Charging Scheme Task Force has published its draft report containing the principles that it proposes should guide a new charging scheme model for the RIPE NCC.

i am impressed. broad stokes, avoids micro-management, acknowledges history while moving forward. props to the task force. ( and it does not say icann once! :) randy
