discussed all these multiple times.

I hereby offer you the solution to all problems in basic 2 steps.

1- remove the current policy and distribute the last of the last /8 in first come first served fashion just like what ARIN did sometime ago.

When there is no IPV4 to give out , this whole discussion becomes irrelevant and problem solved.

2- ARIN , RIPE  and all other IP registries come together and force google, yandex, baidu etc. all the big indexes of the world to give extra points to IPV6 sites in search results.

When search engines , especially google displays IPV6 enabled results first and gives them the first pages on search results, everybody will demand IPV6 automagically. All it needs is a public announcement from Google that IPV6 is now an extra point for SEO.

When the myth becomes reality and users all around the world starts demanding IPV6 for search engine optimization, I am betting you will be very very surprised how IPV6 goes out of the roof...

Tore is absolutely right and sums up the issue for those who would like to
reclaim unused space. If you had spare, would you give it to another SP ?

Because it allow compagnies to born, not to live.
That's the point of the last-/8 policy, give a start.
Starting a hosting company or ISP today, you have to take into account the
fact that IPv4 is not distributed evenly (just like money or food or anything
that is finite) and RIPE won't help you after the first /22. We (small
businesses and LIR from the last-/8) live in the IPv4 third world. Then you'd
better be rich or creative if you want to survive.
