Hi Serg, I remember, many years ago, when Ukranian LIRs often had difficulties paying their invoices on time due to the policies of their government and banks. The RIPE NCC created a process specifically for them to resolve these issues, because to allow local regulations to adversely affect the stability of the Internet Registry System would be contrary to the RIPE NCC’s mission.
