I do not think the expenses with new members are only related to signing/sending

the contract.

Usually new LIRs need more attention, they are not familiar with the processes.

The RIPE NCC provides free training where the new LIRs have priority.

So, how many brand new LIRs actually followed that training?

Think the majority of smaller providers does not do their own routing, but outsources that to their colocation provider.
