Here's a crazy thought. Instead of trying to raise charges the members aren't keen to accept, why not offer a one-off account credit for returned resources? It might be a nominal amount such as EUR 10, but even a small carrot is better than a stick that you cannot use.

I think it is unwise to bind the NCC/Board for all time (and I don't
actually think this is possible anyway).
