Again, thanks for the quick response. If the balance sheet shows approx. 375K of bad debts and assuming the average LIR fee is 3K, that would mean approx 125 LIRs with bad debts. Assuming also that an average LIR has a /22 - that would mean approx 127K IP are recovered per year due to bad debts of LIRs.
I would presume the avg. LIR to be a bit smaller, likely /23 on average.
Can RIPE NCC or RIPE Labs perhaps produce a report showing the number of reclaimed IP addresses, year by year?
Actually, the waitinglist should show that rather well. https://www.ripe.net/manage-ips-and-asns/ipv4/ipv4-waiting-list/ You indeed have dips ~ at the end of every year, given that prefixes will stay quarantined for some time. 22/23 saw a modest dip of ~30 LIRs getting off the waitlist (i.e., ~30 /24s reclaimed). 23/24 saw a larger dip around ~100 /24s. Finally, right now, we also see a dip of ~60 /24s. https://www.ripe.net/manage-ips-and-asns/ipv4/ipv4-pool/ Should show this even better; However, it might be good if that graph could be changed to /24 equivalence, allow disabling of individual sub-pools and split-out of the quarantined networks from the reserved addresses.
