Less than 10% of the RIPE members vote . And the decision is actually made by 3% of the NCC participants. Most of them have their own interests. It looks like a dead end. There are 20 active people in this discussion, the rest are either only listeners or do not even know that it is being conducted. We are trying to solve a problem of a "cosmic scale" with the help of a digging stick. It is necessary to have a great will and desire from the leadership of the NCC to change something. But apparently now is not the time. Everything will be resolved by itself after the modern world order collapses. We just have to wait. --- SDY

So if we really go for something based on allocation size, adding a yearly depreciation factor in would make this "more fair" (... we've been paying our share for the last 29(!) years already).
