There is additional confirmation form the RIPE NCC to email. But sometimes the authorized person, who can sign the TA, is out of the office, ill and nobody can sign the TA. If the offering party creates the request for transfer and the receiving party confirms it they agree with conditions of transfer that can be published on the NCC's website.

Have you ever heard about public offer (offerta in Russia) when you buy something in internet? We leave in the 21st Century but there are many old technologies, e.g. fax.
