And *this* is exactly why we are having the discussion. The last /22 policy is to ensure that your friendly neighbour next door can start a business two years from now, and will still be able to receive the same amount of IPv4 addresses that you got from RIPE: a /22. This space is not intended to sustain "IPv4 business as usual" - it's there to help transition to IPv6 (so your IPv4/IPv6 NAT gateways can work).
