Well, most of the time you don't have to "convince the RIPE NCC board to implement it". The only time that the board would refuse to implement policy (and this has never happened to my knowledge) would be if such a policy were to impact the commercial viability of the NCC, and then we have a fiduciary duty to not allow it.
