I am surprised that you decided to comment on the list on this subject. Also surprised that David (your colleague - my ex-colleague) is mass mailing. 
If an ex-NCC employee uses the RIPE Database for mass mailing, even though he should know better, I believe there is no fix to this problem.

Cogent spams every new holder of IPs, they have been doing it for years and nobody does anything about it... 

I wonder if the RIPE NCC has ever done anything to the cases reported so far, maybe it's time the RIPE NCC comes with some clear examples of how the RIPE DB abusers get punished.

Otherwise, 20-50 spams daily + 2-5 offers from Cogent + e-mails from dozens of wannabe IP brokers is what every new member has to get used to.

I hate to bring this subject up again, but is there really nothing structural we can do about this? 
At a minimum we could occlude e-mail addresses from the public DB, instead having public complaint submitted via a webform on the NCC website, requiring the uninitiated to realise this is an abuse / complaint contact, not a sales opportunity.
