This is not correct. Legacy resources are exempt if not in a LIR account/locked (which does NOT prevent sale/changes) and a LIR can in practice hold purchased PA allocations for a single customer as well (under their data/account) at no additional yearly costs.

If you trust the LIR you can also just sign a purchase agreement with them, negating any RIPE need at all.
